Dick Nybeek <br />11299 Hanson iBlvd. N.W. <br />Coon Rapids, Mn 55433 <br /> <br />Site Plan~ Review <br />RamseyrElementary School Expansion <br />PINs 23-- 32-25-43-0001, 23-32-25-44-0026, 23-32-25-44-0027 <br /> <br />Dear Mr. NybeCk: <br /> <br />We are in receipt of a site plan consisting of one (1) sheet dated October 26, 1994, prepared by <br />KKE Archimc~ Inc.; a one (1) sheet topographical survey dated September 26, 1994, prepared by <br />t-lakanson And{rson Associates, inc.; and a one (1) sheet preliminary floor plan prepared by <br />prepared by ~ Architects, inc. The plans propose to consumer a 65,000 square foot addition to <br />Rarnsey Elementary School. We offer the following comments: <br /> <br />Zoning: The existing site is zoned R-I Rural Residential for which schools are not a perm/tt~ use. <br />Tne existing schpol structure is considered lawful non-conforming and enlargement of it must ~ in <br />compliance with City Code. The School District has also acquired the two parcels to the south of <br />the existing site Ito accommodate the expansion. These parcels are zoned B-2 Business for which <br />schools are also not a permitted use. Therefore, it will be ne. cessary to rezone the school properties <br />to R-3 Urban Residential for which schools are a permitted use. Staff will initiate the rezoning <br />proceedings at ~e January meeting of the Planning Commission. The Planning Commission will <br />conduct a publi~ hearing and forward a recommendation to City Council. City Council then <br />considers adoption of an ordinance to rezone the property,. <br /> <br />,LOt Coverage: The subject site is approximately 52 acres in size or 2,265,120 square feet. <br />However, for loi coverage purposesLot coverage in the R-3 Disu"ict by a principal building is <br />res~cted to 20ff~ of the lot area or 453,024 ~uare feet in this case. The existing structure (62,500 <br />square feet) and the proposed expansion (65,000 square feet) mt. al !27,500 square feet, which is in <br />compliance with City Code. <br /> <br />Setbacks: The e!xisting structure and the proposed expansion meet the 15 foot side yard and 40 <br />foot rear yard sea, back requirements. The faciliD, fronts on Nowthen Blvd. N.W. and the structure <br />setback f~'om th~ thoroughfare is 50 feet from the fight-of-way line or 110 feet from centerline, <br />whichever is ~e~ter. The closest point of the new building is 200 feet flora the fight-of-way and <br />260 feet fi`om the centeriine. <br /> <br />Utilities: The facility will be served by municipal water and sanir~"y sewer. It is proposed that <br />sznita;~' sewer will be extended to the faciiin' from the exmns~on of the 30 inch interceotor sewer <br />along tns wet!amf on the western bounda~D' of the site.
