ponds which ultimately outlet to a natural wetland adjacent to Trott Brook <br />on the western edge of the preliminary plat. The first location is <br />approximately 200 feet east of the Park trail on the western boundaD, of the <br />plat, and the other is at the intersection of Royal Road (159th Street) and <br />162nd Lane N.W. These two drainage systems are acceptable as proposed. <br />A third drain for the plat consists of existing catch basins on Royal Road <br />(159th SrreeI) located approximately 150 feet south of the southern border <br />of the plat. These catch basins discharge to a Iow area on the east side of <br />the street which has no apparent outlet. Also a series of ponds are proposed <br />west of the street which ultimate)v drain to the Trott Brook wetland. This <br />catch basin requires street runoft~ to travel a distance of over 1,000 feet <br />before reaching this catch basin. This distance should be reduced to less <br />than 700 feet This might be accomplished by providing catch basins at the <br />intersection of the southernmost cul-de-sac with Royal Road. It would also <br />be desireable to provide an outlet for this low area through the proposed <br />series of ponds across the sn-eet on the west side of Royal Road. If no such <br />outlet is provided, an analysis should be prepared by a registered engineer <br />which would establish the elevation at which a 4 inch precipitation event <br />would innundate the low areas under frozen pound conditions. <br /> <br />The plan should also be revised to show the location of silt fence during <br />grading and erosion control during construction. <br /> <br />Impact on adjacent land uses: It is estimated that Lots 16 through 21 <br />of Block 2 abut Armstrong Kennels. As in Nor~. 'fork Oaks Addition, the <br />developers are prepared to impose buffer zones on these tots and put buyers <br />on notice that the kennels and their related activities exist. <br /> <br />Pedestrian Transportation: Staff has determined that a transportation <br />link is necessary between the mails in Northfork and Woodlawn Estates to <br />the east_ The development a~eement shall require the developer to rough <br />grade this transportation link. The lc}cation of this n"'ansportation link is <br />preferred to follow along the backyards of lots 5 through 13 of Block 2. <br /> <br />Tree Preservation and Planting Plan: The developer must submit a <br />Landscape Plan as an addendum to the Grading Plan. This plan should <br />identify existing tree ~owr. h that uill be preserved during all cons=-uction <br />and the new planting of one 2-inch diameter tree, of an approved species, in <br />the front yard of each lot. The developer should contact Parks and Utilities <br />Coordinator Mark Boos at 427-!74i or 427-1410 to make a.rra.ngements for <br />the sub~,~r',.al of the requS-ed Landscar~e Plan.
