ORDINANCE g95-XX <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN ADDITION TO CHAPTER 8 OF THE CITY CODE WHICH IS KNOWN AS <br />THE BUILDING AND HOUSING CHAPTER <br /> <br />AN ORDINANCE ADDING SECTION 8.71 TO CHAPTER 8 OF THE CITY <br />CODE REGULATING ACCESSORY APARTMENTS WITHIN THE CITY OF <br />RAMSEY <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AUTHORITY <br /> <br />This ordinance is adopted pursuant to and under the authority of the Charter of the City of Ramsey. <br /> <br />SECTION 2. AMENDMt~NT <br /> <br />Section 8.71, entitled "Accessory Apartments," shall be added to the City Code, which section <br />shall provide as follows: <br /> <br />8.71.0I Purpose <br /> <br />This section authorizes, upon issuance of a perm/t, the installation of accessory apartments <br />in owner-occupied homes. The purpose and intent of permitting accessory, apartments is <br />tO: <br /> <br />Provide homeowners, especially those of low 'arid moderate income, with a means <br />of obtaining through rental income companionship, security, and sen,ices, and <br />thereby to enable them to stay more comfortably in homes and neighborhoods they <br />might otherwise be forced to leave. <br /> <br />Add inexpensive rental units to the housing stock to meet the needs of smaller <br />households, both young and old. <br /> <br />Make housing units available to low and moderate income households who might <br />otherwise have difficulty finding homes within the Ci~. <br /> <br />Develop housing units in family neighborhoods that are appropriate for households <br />that have a variety of stages in the life cycle thereby lessening fluctuations in <br />neighborhood demand for services. <br /> <br />Preserve and allow the more efficient use of the City's existing stock of dwellings <br />~ n. ~ ensu.,sng health>' and s~e iiving enxironments. <br /> <br />Protect stability, property values, and the residential character of a neighborhood by <br />ensm-/ng that accessou' apa:-rrnents are installed only in ou n~r-o,~,u.~.~d houses and <br />,,~n~,~- such addiriona] conditions as ma)' be approp~ate to further the purvoses, of <br />this ordinance. <br /> <br />identify and lezaiize exis~n~, non-conformin~ accesso~, aom'xments. <br /> <br /> <br />
