8.71.02 Definitions <br /> <br />AccesSOry Apartment, as used in this Section, means a separate complete <br />housekt~eping unit that is substantially contained within the structure of a single family unit, <br />but can~be isolated from it. The existence of separate cooking facilities shall distinguish an <br />accessory apartment from taking in boarders or roommates. <br /> <br />8.71.0~3 Fees and Application Procedures <br /> <br />Application for an accessory apartment permit shall include the following: <br /> <br />1. Accessory apartment application form. <br /> <br />2. Site plan showing property dimensions and ail existing buildings on the site <br /> and their dimensions. The site plan shall also include the dimensions of the <br /> off-su'eet parking area and garage to support off-street parking require- <br /> ments. <br /> <br />Floor plan, existing and proposed, with dimensions specified. <br />Facade drawings. Indicate any exterior alterations proposed. <br /> <br />5. Affidavit of residency and ownership. <br /> <br />LO. pon the request for an accessory apartment permit being officially submitted, a <br />gublic hearing before the Planning Commission shall be scheduled following <br />pi'oper hearing notification. The notice shall be published in the official newspaper <br />al least ten (10) days prior to the hearing, and written notification of said hearing <br />shall be ma/led, at least ten (10) days prior, to all parcel owners within 350 feet of <br />tl~e boundary of the parcel for wl'fich an accessory apartment perrrfit is being sought. <br />A cop3' of the notice and a list of the property owners shall be made a part of the <br />record of the proceedings. For the purpose of written notification and in the <br />.sence of more accurate information, the parcel owner of record at the Anoka <br />unty Assessors Office shall be use. cl. I:ailure of a property owner to receive the <br />nCtice shall not invalidate any such proceedings as set forth within this section, <br />pt~ovided a good fakh attempt has been made to comply with the notice requh-ements <br />of this section. <br /> <br />Co <br /> <br />The Planning Commission shall conduct the public hearing, make a Finddngs of <br />F~ct, and recommend to the City Council such actions or conditions relating to the <br />request as it deems necessary to carry out the intent and purpose of this Section. <br /> <br />do <br /> <br />The City Council shall not consider a request for an accessory apartment permit <br />ur~til it has received a recommendation from the Planning Commission or until 60 <br />d~vs after the adjournment of the Planning Commission public hearing at which the <br />request was considered.. <br /> <br />Upon receiving the recommendation of the Planning Cormmission, the City Council <br />shall have the option ro set and hold an additional public hea~ing if iT deems <br />n~ces s?~-y. <br /> <br /> <br />
