We offer the following <br />comments: <br /> <br />General: The intent of the minor subdivision is to properlY define and plat parcels that are <br />to be conveyed to the Northfork Homeowners Association and the City of Ramsey. <br /> <br />Lots Sizes and Dimensions: The parcels to be platted and conveyed for open space <br />and park purposes, for which minimum lot sizes and dimensions are not applicable. Staff <br />is recommending that the property to be conveyed to the Homeowners Association be <br />identified as Outlot A and Outlot B; and that the public park and trail property that falls <br />within the boundaries of this plat be identified as Park 1 and Park 2. <br /> <br />The park area was previously described and provided to the City by a perpetual easement in <br />conjunction with a previous phase of the Northfork P.U.D. Funds have been allocated in <br />1995 for improvements to this park area. City Staff is recommending that the developer be <br />required to submit a topographical map of the area with 2 foot contours to facilitate <br />planning for the development of this park area. <br /> <br />Access: Vehicular access to the lots is not intended; pedestrian access is provided through <br />adjacent traits and parks. <br /> <br />Park Dedication: No park dedication is required on a plat that identifies open space and <br />park land for conveyance. <br /> <br />Drainage: There will be no changes in the drainage patterns as a result of this platting <br />process. <br /> <br />There is a drainage system in the area that benefits Lot 3, Block 5 in the adjacent <br />Whispering Pines Estates. The dwelling on this lot was constructed within the drainage <br />easement on Lot 3 and a replacement drainage system had to subsequently be installed. <br />Drainage pipe was installed from the lot to carry runoff to the ,,~etland to the north. The <br />route followed by the drainage pipe encroaches the Northfork P.U.D. and may encroach <br />into the boundaries of Northfork Moors. <br /> <br /> <br />
