City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 <br /> <br />PHONE (612) 427-1410 FAX (612) 427-5543 <br /> TDD (612) 427-8591 <br /> <br />March 29, 1995 <br /> <br />Mr. Rick Murray <br />Residential Development, Inc. <br />15 Choctaw Circle <br />Chanhassen, Mn 55317 <br /> <br />Re: Preliminary Plat Review; Fox Knoll <br /> <br />Dear Rick: <br /> <br />We have received the revised preliminary plat for Fox KnolI which consists of one sheet dated <br />March 20, 1995 and the Grading Plan and Utility Plan which consists of two sheets dated March <br />22, 1995, all of which were prepared by John Oliver & Associates, Inc. We offer the following <br />comments: <br /> <br />General: As a result of Metro Council's recent approval of Ramsey's request for a <br />Metropolitan Urban Service Area (MI. ISA) expansion, the subject property is now in the <br />MUSA and zoned R-1 Urban Residential. The proposed plat has been revised to one of <br />urban density single family lots rather than rural density. The plat consists of <br />approximately 23 acres to be subdivided into 22 lots. <br /> <br />Access to Lg~$; It will be necessary to extend 151st Lane N.W. into the plat as a cul-de-sac <br />to provide public access to the lots. The length of 151st will exceed the 600 foot maximum <br />for dead end streets. However, the property to be developed is surrounded by wetlands <br />and the extension of 151st is the only reasonable access to the developable high ground. <br />The City knows from past experience that DNR will not approve bridging the wetland to <br />create a through street to Sunfish Lake Blvd. The cul-de-sac extending north of 151st, <br />Quicksilver Street N.W., will not exceed the 600 foot maximum length. <br /> <br />Lot Sizes and Dimensions.: All of the lots meet the 80 foot width requirement (90 feet on <br />corner lots) at either the front property line or the building setback line, and the 10,800 <br />square foot area requirement. <br /> <br />Sewer and W.ater Services; The parcel will be served by city water and sanitary sewer. <br />Watermain is anticipated to be extended to the site along the north property line of the <br />elementary school as early as June, 1995. Sanitary sewer will be extended to the western <br />boundary of the site by the extension of the sanitary sewer interceptor. This interceptor <br />may be available to the site by August, 1995. The streets and utilities are proposed to be <br />installed as a private project with no financial participation on the part of the City. The <br />trunk line in 151st Lane should be upgraded to a 12 inch pipe. <br /> <br />Grading and Drainage plan: Per the City Engineers comments at the sketch plan stage, a <br />Grading and Drainage Plan has been provided that directs drainage toward the west and <br />north. A sedimentation pond has also been provided to handle run-off unfill its discharge <br />into the wetland. <br /> <br />27,. <br /> <br /> <br />
