The plans propose to construct an <br />office and mainten~ce shop for Kenko, Inc. on Lot 3, Block 1, HY-10 Ramsey 4th Addition and <br />Lot 2, Block 1, HY'J1;.10 Rarnsey 3rd Addition. We offer the foUowing comments: <br /> <br />Zoning: The site is ]zoned Industrial and the proposed office and maintenance building falls within <br />the pe~rnitted uses f.~r this district. <br /> <br />Lot Coverage: The~ total area of the two lots involved in thc development is approximately 6.9 <br />acres. It is ~taff's rel:ommendafion that the maximum lot coverage allowed be based on the area of <br />the lot that the buil~ lings are proposed to be constructed upon or LOt 3, Block 1, HY-10 Ramsey <br />4th Addition. The rea of that lot is approximately 5.5 acres or 243,600 square feet. Lot coverage <br />is restricted to 35 b or 85,260 square feet. The foot print of the two story office building is <br />approximately 2,201 t square feet and the footprint of the maintenance building is 6,000 square feet <br />for a total of 8,200 iquare feet. <br /> <br />Accessory. Building ',: City Code restricts accessory buildings to 30% of the gross floor area of the <br />principal building o the property. It is City Staffs opinion that the principal use on this property <br />will be the mainten~ce and repair of equipment and therefore the office structure is accessory to <br />that activity. Therdfore, the office structure is restricted to 30% of the size of the maintenance <br />building or 1800 square feet; the footprint of the office structure is 2,200 square feet. In lieu of the <br />substantial improve[ments proposed to the site, City Staff is recommending that the Planning <br />Commission and City Council waive the 30% accessory building restriction. <br />Utilities: The facility is not in the urban service area and will be served by on-site septic and well. <br /> <br />Setbacks: As with 0t coverage, staff is recommending that the setbacks be based on the location <br />of property lines foJ ithe lot on which the structures will be built. <br /> <br />The structure setba¢k from Armstrong Blvd. is 110 feet from centefline or 50 feet from property <br />line, whichever is g 'eater. The office structure will be more than 140 feet from the property line. <br />The proposed locati, ~n of the office structure far exceeds the minimum side and rear yard setbacks. <br />In the case of the ml intenance building, we have established that the Armstrong Blvd. side is to be <br />considered the front 'ard. However, the maintenance building is also located near the Ferret Street <br />cul-de-sac. It is rea~ )nable to expect that other lots on that cul-de-sac will develop in the future and <br />structures on that c d-de-sac will be subject to a 40 foot front yard setback, which may not be <br />compatible if a rearl,~ard setback of 10 feet is imposed on the maintenance building.
