Site Plan Review Letter <br />Kenko <br />April 26, 1995 <br />Page 2 of 3 <br /> <br />staff is recommending that the maintenance building meet thc front yard setback requirements from <br />both Armstrong Blvd. and Ferret St. N.W., and it does. Although the parcel to the south is pan of <br />the development, thc maintenance building does maintain thc required 20 foot side yard setback <br />from that common property line. <br /> <br />.L..~ndscaping and Screening: According to City Code, a 20 foot wide landscape area is required <br />parallel to all public streets and equipment stored outside is required to be screened from all public <br />roads. All plantings and fencing are to be located 20 feet from streets. <br /> <br />The site is adjacent to Armstrong Blvd., 147th Avenue and Ferret Street. Substantial construction <br />equipment is proposed to be stored outside in areas visible from 147th Avenue and Ferret Street. <br />The site plan proposes a 40 foot wide landscape area adjacent to Armstrong Blvd. and screening <br />consisting of a combination of fencing and Norway Pines adjacent to 147th Avenue and Ferret <br />Street. The outside storage and activity area south of the maintenance building will also be <br />screened from the driveway to the office building and the adjacent lot to the east. The site plan also <br />proposes to wrap the some screening around the northeast comer of the site to help screen the <br />outside storage area from traffic travelling south on Armstrong Blvd. The screening and <br />landscaping plan is acceptable to City Staff. <br /> <br />Ar~chite¢tural Standards: City Code requires that in the Industrial District, exterior wall finishes be <br />of material that is 50% other than metal on the exposed walls. The exterior finish of the office <br />building is proposed be broken or rock face concrete block and the exterior of the maintenance <br />building is proposed to be pre-cast concrete panels, which is in compliance with City Code. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles shall be stored within <br />a completely screened structure or container. The site plan does not indicate a waste storage area in <br />accordance with City Code and the plan should be amended accordingly. <br /> <br />.Off Street Parking - Design:. City Code requires all drives, off-street parking, loading and <br />maneuvering areas to be surfaced with bituminous or concrete and finished with B-612 concrete <br />curbing. The driveway and customer/employee parking areas at the office structure are in <br />compliance with code. The driveways and maneuvering areas to the maintenance building are <br />proposed to be paved but curbing is not proposed beyond the two driveway entrances. Curbing <br />the bituminous areas on the north and south sides of the maintenance building would be a <br />hindrance to equipment maneuverability and most likely subject to frequent damage. The <br />equipment storage and staging area in the northwest comer of the site is not proposed to be paved <br />or curbed. It is staff's understanding the pavement would not hold up to the wear and tear caused <br />by the significantly sized equipment to be serviced on the site. Staff is recommending acceptance <br />of the pavement and curbing plans as submitted contingent upon the site plan being modified to <br />provide for B-612 concrete curbing versus the bituminous curbing proposed. <br /> <br />.Off Street Parking - Spaces Required: City Code requires 1 parking space for each employee on <br />the maximum working shift. The application submitted estimates 16 employees on the site. Thirty- <br />two employee/customer parking spaces are provided. <br /> <br />Lighting: No exterior lighting plan has been shown on the site plan. Any lighting used to <br />illuminate the site should be arranged to deflect light away from adjacent properties and roadways. <br /> <br /> <br />
