COUNTY OF AN,%, KA
Department of Highways

1440 BUNKER LAKE BLVD NW, ANDOVER, MINNESOTA 612-754-3520

MEMORANDUM

TO:

Cities and Townships
in Anoka County

August 17, 1994

Jori G. Olson, PE
County Engineer

Anoka County High. way Department Right-of-Way Needs Based
on Functional Classification

Over the past several years, most of the cities and townships in Anoka County have
been very helpful in protecting the right-of-way necessary for the future expansion of
the Anoka County I-h~ghway system as development occurs. We appreciate the efforts..
that each agency has made in this regard and by this letter are asking for your continuea
assistance. As your cities and townships continue to expand and grow, traffic continues
to increase on the Anoka County Highway system as well as many of your local
roadways. Because of the general lack of adequate state highways in the Anoka County
area, the Anoka County Highway system must carry a majority of this increased traffic.
Our goal is to prepare for the future by limiting the right-of-way costs necessary for
roadway expansions due to development which occurs too close to the highway system.
For that reason, on May 24, 1994, the Anoka County Board approved the enclosed
Anoka County Highway Department Right-of-Way Requirements Policy. This policy
was based on information included in the Anoka County 2010 Comprehensive
Transportation Plan as well as the Transportation Development Guide Chapter/Policy
Plan recently published by the Metropolitan Council. Pages 155 - 162 from that
Transportation Development Guide/Policy Plan are attached for your information.

In referring to Page 1 of 2 of the Anoka County Highway Department Right-of-Way
Requirements Policy, you will notice that for Minor Arterial B's and above, the Anoka
County Highway' Department-continues to request 60 feet of right-of-way for County
Highway purposes on each side of the centerline. For Principle Arterial Routes and
Minor Arterial A's, we are also suggesting that the cities and townships consider
reserving space for a 40 foot service drive adjacent to both sides of those routes. Care
should be taken at major intersections to insure that these service routes can connect to
the intersecting streets at least 600 feet from the intersections and preferabl!2 900 feet
from intersections. In addition, on Principle Arterials and Minor Arterial A's, an
optional 13 foot boulevard is .shown and the building setback as required by local
ordinances is in addition to that.

112.,

^¢¢;,.,~H.n &ntion / Equal Opportunity Employer
