That in 1994, the City Council denied a request for a conditional use permit to store numerous pieces of commercial equipment in the R-1 Rural Residential District with a one- year grace period for the applicant to make accommodations to store the equipment in a more appropriate district. 12. That the proposed use will/will not be detrimental to persons residing or working in the vicinity of the use or to the public welfare because of traffic, noise, odors or visual impact generated by the use of the equipment. 13. That the proposed use will/will not substantially adversely impair the use, enjoyment or market value of any surrounding properties because of traffic, noise, odor or visual impact. 14. That the proposed use will/will not be harmonious and in accordance with any specific objectives of the Comprehensive Plan. 15. That the proposed use will/will not be operated an maintained so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity and such use will/will not change the essential or intended character of the area. 16. That the proposed use will/will not increase traffic to and from the Subject Property. 17. That the proposed use will/will not be disturbing to existing or future neighboring uses and the rural residential character of the neighborhood because of traffic, noise, and visual impact generated by the equipment. 18. That the proposed use will/will not be a substantial improvement to the property in the immediate vicinity and to the community as a whole. 19. That the proposed use will/will not create excessive additional requirements at public cost for public facilities and services and it will/will not be detrimental to the economic welfare of the community. 20. That the proposed use will/will not involve the use of equipment that will/will not be detrimental to the serenity and peacefulness of the residential neighborhood by reason of production of noise traffic, odor, and visual impact. 21. That the proposed use will/will not be consistent with the intent and purposes of Section 9.03.04 (conditional use permits) of the Ramsey City Code.
