CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW OF A MULTI-TENANT RETAIL <br /> FJ~CILITY; CASE OF NORTH LAKE PROPERTIES <br /> ~ By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Wayne Johnson.of North Lake Properties is seeking site plan review to develop an 18,7 I4 square <br />foot multi-tenant retail facility on T.H. #10 just west of Deal Industrial Park. <br /> <br />The following items <br /> <br />a) Site 1 <br />b) <br />c) <br /> <br />are enclosed: <br /> <br /> ocation map <br />Site l)lan, Grading Plan, Building Elevations <br />City ;taffreview letter dated June 1, 1995 <br /> <br />Notification: <br /> <br />Site plans are not r ~e!quired to be subjected to a public hearing. As a courtesy, a copy of the site <br />plan has been provid~ed to the adjoining property owners on the east and west. <br /> <br />Observations: ~ <br /> <br />The facility is proposed to receive access to Hwy. #10 from a deteriorating bituminous access <br />located just 40 feet Iwest of the proposed Deal site access. City Staff is recommending that the <br />access be from the Deal site access, which lines up with the median cut between the northbound <br />and southbound langs of T.H. #10. It is also Staff's recommendation that the deteriorating area <br />shown as service ro~d across the front of the property be improved with new pavement, concrete <br />curb and gutter. A Copy of the site plan has been forwarded to Mn/DOT. <br /> <br />The front 17.5 feet Of property on Hwy. #10 is to be void of any use and the site plan shows an <br />existing service ro~d easement as the only use of that front clear zone. Staff supports this <br />encroachment in orqter to preserve a corridor along the north side of the property in the event a <br />service road is devellpped along this corridor in the future. <br /> <br />The proposed structure meets the required setbacks. As was the case with Deal Industrial Park to <br />the east, the structure is set back from the rear property line 60 feet to preserve a corridor in the <br />event a service road !s developed along this route at some point in the future. <br />The facing finish on ~e building is proposed to be painted, rock face concrete block. <br /> <br />On the basis of retail activity, a minimum of 47 parking spaces would be required; the site plan <br />proposes 72. In accordance with City Code, all of the proposed drives, off-su:eet parking and <br />maneuvering areas ~e proposed to be surfaced with bituminous and finished with B-612 concrete <br />curbing. ~ <br /> <br />The proposal is in col'npliance with the 35% lot coverage restriction. <br /> <br />The site plan did not include any proposal for exterior lighting, landscaping or screened waste <br />storage and should bi modified accordingly. <br /> <br /> <br />
