Off Street Parking!- Design: In accordance with City Code, all driveways, off-street parking, <br />loading and maneuvering areas are proposed to be surfaced with bituminous and finished with B- <br />612 concrete curbing. <br /> <br />Off Street Parking b Sr~aces Required: City Code requires 1 parking space for every 200 square <br />feet of retail spa~4. *the facility includes approximately 1,600 square feet of retail space; a <br />minimum of 8 par ~.Ic~ng spaces are required and 17 are proposed. <br />~ An exterior lighting plan has been shown on the site plan. Numerous metal halide area <br />lights are proposed ground the circumference of the site. Details of the proposed lighting should be <br />submitted in order ~ evaluate whether the lighting meets City standards. <br /> <br />Drainage and Grading: The plan submitted identifies the general direction of runoff flow which <br />indicates the major ty of the runoff would eventually be directed westward and discharged to the <br />County ditch. It is necessary that runoff for paved areas receive sedimentation treatment prior to <br />discharge. The County also has a policy of limiting discharge to its highway ditches to <br />predevelopment lev els. It would be preferable to discharge the ponded runoff to the wetland to the <br />west. We would al so request submittal of a revised grading plan which includes spot elevations <br />and grades. Becau~ e of the relative flatness of this site, you may wish to consider including storm <br />piping in the final ct ainage plan. <br /> <br />Access: The site will have access onto a private service road along the west property line that will <br />provide access to ~.S.A.H. #116 and T.H.//47. Staff supports the concept of private service <br />roads in commercial districts as it eliminates the number of accesses required onto major <br />thoroughfares and ~vate owners can maintain their accesses, especially in winter conditions, in a <br />more timely fashion! than the City would be able to accomplish. <br /> <br />~ There seemsito be some conflicting information with regards to the ground or pylon sign <br />proposed. The site klan indicates the placement of a 148 square foot ground sign at the comer of <br />C.S.A.H. #116 and!T.H.//47; the sign drawing provided indicates a 92 square foot si#m Sign <br />regulations establia~h a 100 square foot size' limit, 25 foot height restriction, 12 foot vertical <br />clearance when the ~ign is within 25 feet of any road right of way, and one ground or free standing <br />sign per parcel. Ad~tionally, the City of Ramsey has also identified the comer of C:S.A.H. #116 <br />and T.H. #47 as ag appropriate location for a Ramsey entry sign. Perhaps through further <br />discussion, an agreetnent can be reached that accomplishes the needs of the facility and the City. <br /> <br />The Planning Com~ssion will be meeting at 7:30 p.m. on Tuesday, June 6, 1995, at the Ramsey <br />Municipal Center, 1~5153 Nowthen Blvd. N.W., to review the proposed site plan. A copy of the <br />case cover sheet is gnclosed.
