Observations: <br /> <br />The f'mal development plan for the PUD approved by City Council in December of 1984 stated that <br />there would also be an out building developed on the property in which to store power carts. The <br />amount of reduction to golf course open space caused by the construction of the maintenance <br />building and bituminous parking and maneuvering area mounts to .075% of the golf course. <br /> <br />The structure meets ali setback requirements from Hwy. 4~47 and the residential district to the <br />south. The exterior facing finish is proposed to be vinyl siding which is in compliance with City <br />Code and compatible with existing structures on the golf course proper. The facility will be served <br />by on-site septic and well. <br /> <br />The employee parking and equipment maneuvering area at the front of the maintenance building is <br />proposed to be surfaced with bituminous and finished with B-612 concrete curb. <br /> <br />The requirements for landscaped areas along public roads and between commercial and residential <br />uses has been met in the site plan. However, a 5 foot screening is required at least on the south <br />side of the building and only a 4 foot berm was proposed on the site plan dated May 16, 1995. On <br />June 6, 1995, the applicant submitted a revised site plan that extended the berm north and east and <br />identified the planting of a 2 foot spruce tree every 10 feet on the berm. City Staff is <br />recommending that in consideration of the existing residences to the south, the applicants be <br />required to plant 3-4 foot spruce trees at least on that part of the berm adjacent to the south property <br />line. <br /> <br />Existing outside storage along the south property line will be eliminated, ali chemicals will be <br />stored indoors in accordance with OSHA regulations and above-ground fuel storage tanks will be <br />placed on the north side of the building. In accordance with Staff's recommendation, the revised <br />site plan received by the City on June 6, 1995 extends the berm north a sufficient distance to <br />obscure the tanks from public view. Alt waste is proposed to be stored indoors until such time as <br />it is transferred to the clubhouse dumpster. <br /> <br />There will be no access to the maintenance building from public roads; access will be via the <br />existing dirt path from the clubhouse area, running south and parallel with Hwy. ~47. Elimination <br />of golf carts crossing Hwy. g-47 to get to the existing maintenance building on the west side of that <br />highway will improve vehicular safety. <br /> <br />Mr. Schmidt's transmittal of June 12, 1995 refers to the need for a a rezoning application and <br />resubmission of a preliminary site plan based on procedures established in Section 170.016k of the <br />Ramsey City Code. Under the current City Code numbering system, 170.016k (Planned Unit <br />Development, Major Changes) is 9.20.31 (Subd. 4). What this section is describing is the <br />procedure for making changes to a PUD plan mid-stream in processing. Much like when we <br />approve plats, if the final plat submitted does not substantially conform to the preliminary plat <br />approved, the applicant must go back to a public hearing and gain approval of revised preliminary <br />plat prior to pursuing final plat approval. This PUD was processed some 10 years ago and the <br />zoning and site plan are finalized; our Code does not set out specific instructions on how to amend <br />a finalized, established PUD. For lack of anything better to follow, we can refer to procedures laid <br />out in Subdivision 4 (Major Changes) to amend a finalized plan, but then to be consistent, we <br />would also have to consider Subdivision 5 (Minor Changes). <br /> <br />Recommendation: <br /> <br /> <br />
