At the September 14 Park and Recreation Commission meeting, the consensus was that with an
adequate park and trail plan (map), developers and other commissions/council would be apprised
of recreation and open space plans before presentation to the commission. The Park Commission
felt that defining probable street alignments before park and trail locations was the most effective
process. This process would require the Planning Commission to review the sketch plan prior to
the Park and Recreation Commission.

Staff has also proposed some miscellaneous amendments to the platting section to more closely
reflect the procedure used in processing subdivisions in Ramsey. A copy of sections 9.50.02,
9.50.03, and 9.50.04 is enclosed. The proposed deletions are represented by strikeouts and
proposed additions are represented by bold print~

Recommendation:

It is staffs position that the subdivision process be made as streamlined and expedient as possible.
It is also our position that emphasis be placed on ensuring that both commissions have the
opportunity for review and comment on the plan which is ultimately brought before City Council
and that the chronology of commission reviews becomes inconsequential if this objective is
fulfilled. Staff recommends no modification to the code if it increases the minimum review time.

Commission Action:

Motion to:
Direct City Staff to prepare an ordinance amendment to Sections 9.50.02 (including Subd.
1.a), 9.50.03, and 9.50.04, as discussed and schedule a public hearing for the regular
Planning Commission meeting in November.

Motion to:
Direct City Staff to prepare an ordinance amendment to Sections 9.50.02 (except Subd.
1.a), 9.50.03 and 9.50.04, as discussed, and schedule a public hearing for the regular
Planning Commission meeting in November.

Review

PC:

Checklist: City Administrator
City Engineer
City Attorney
Parks & Utilities Supervisor

10/3/95
