CASE <br /> <br />By: <br /> <br /> PROPOSED AMENDMENT TO CHAPTER 9 OF CITY CODE <br /> TO REVISE PLATTING PROCESS; <br />Zoning~Administrator Sylvia Frolik and City Engineer Steve Jankowski <br /> <br />Background: <br /> <br />Several months ago, the Planning Commission directed City Staff to draft amendments to the City <br />Code to specifically require that the Park and Recreation Commission review sketch plans for plats <br />prior to the Plannii~g Commission. <br /> <br />Noti fi ca ti on: <br /> <br />No persons were notified that this subject would be on the agenda as it is only in the discussion <br />stage. If the amendment goes forward, it will have to be subjected to a public hearing by the <br />Planning CommisSion. <br /> <br />Observations: <br /> <br />Under the current procedure, the sketch plan is first reviewed by the Planning Commission for a <br />conceptual approval of the development and then it is forwarded to the Park and Recreation <br />Commission for heir recommendation. The applicant then prepares a preliminary plat based on the <br />comments of the Planning Commission and the Park and Recreation Commission, which is <br />submitted to the Planning Commission for a public hearing and recommendation. The preliminary <br />I-,iat and the recommendation of the Planning Commission is then forwarded to City Council for <br />approval. The developer then prepares a final plat in accordance with the Council's direction at the <br />time of preliminary plat approval and that final plat is submitted to Council for approval. If <br />everything goes well, this process takes about 2 1/2 months. <br /> <br />Since regularly scheduled monthly Planning Commission meetings usually occur prior to the Park <br />and Recreation meeting, the suggested change in the review process would essentially add one <br />additional month to the existing subdivision process.
