CASE #~. <br /> <br />REQUESrT FOR AN AMENDED CONDITIONAL USE PERMIT FOR A <br />DEMOLITION CONCRETE AND ASPHALT PROCESSING FACILITY; <br />CASE OF BURY AND CARLSON, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On August 25, 1992, the Ramsey City COuncil issued a conditional use permit to Bury and <br />Carlson to establish a heavy industrial use in the Business Warehouse District. That use consists <br />of a processing facility for demolition concrete and asphalt. The site has been developed in <br />accordance with the terms of the conditional use permit <br /> <br />On October 26, 1,.995, the Ramsey City Council was advised that Bury and Carlson had some <br />interest in obtaiding an amendment to their conditional use permit. At that time, Council <br />determined that tt/eir request had some merit and directed that Bury and Carlson proceed to apply <br />for an arnendment:in accordance with procedures established in City Code. <br /> <br />Observations: <br /> <br />On September 20, 1995, the City of Ramsey received a letter from Doherty Rumble & Butler, <br />attorney for Bury ~ Carlson, requesting two revisions to the terms of the conditional use permit. <br />The requested revisions consist of eliminating the restriction on hours of operation and the <br />requirement for weekly sweeping of Jaspar Street and 143rd Avenue. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />d) <br />e) <br /> <br />Site location map <br />Current conditional use permit <br />Letter of request for amendment from Doherty Rumble & Butler dated September <br />20,1995 <br />Proposed findings of fact <br />Proposed amended conditional use permit <br /> <br />Regarding hours of operation, Bury and Carlson's permit restricts their hours of operation to 7:00 <br />a.m. - 5:00 p.m., Monday through Saturday. Regarding the requirement for cleaning City streets, <br />Bury and Carlsoni'.s permit requires them to sweep Jaspar Street and 143rd Avenue west to <br />Ramsey Blvd. a rrfinimum of once a week. The following is a summary of restrictions on other <br />heavy industrial uses in Ramsey. Note that the businesses listed below have no restrictions or <br />more lenient restriotions than Bury and Carlson. <br /> <br />1) <br /> <br />RoYal Concrete - Considered a permitted use when established; therefore, no <br />particular restrictions on hours Of operation or street cleaning. <br /> <br />2) <br /> <br />3) <br /> <br />Commercial Asphalt -Conditional use permit restricts hours of operation from 6:00 <br />a.m, - 8:00 p.m., Monday through Saturday with variances approved by the City <br />Adrrfi. 'nistrator. Permit simply prohibits the build up of materials on access roads <br />and does not require regular cleaning. <br /> <br />Danny's Aluminum - Conditional use permit places no restrictions on the hours of <br />operation. Permit requires removal of debris on access roads resulting from the <br />operation to be removed within 24 hours of notification. <br /> <br /> <br />
