The enclosed <br />Phasing Plan contains a basic outline of grading and excavation <br />priorities. Efforts have been made to balance orderly development, <br />minimization of impact on existing and future housing, drainage and <br />water retention in this Phasing Plan. It is understood that some <br />of these phased areas may be more than the five acre maximum <br />allowed under the City Code, however, the finished topography of <br />each is such that they should be dealt with collectively. As each <br />phase is completed the area included will be final graded, seeded <br />and mulched. During excavation, erosion control and safety <br />procedures will be implemented as required by your City Engineer. <br /> <br /> The possibility exists that more than one grading contractor <br />could be involved in the removal of the sand. North Fork would <br />like the option of having more than one phase operational at one <br />time, subject to reasonable regulations and time tables. <br /> <br /> Phases 8 and 9 of the Phasing Plan represent excavation of the <br />Lake to approximately one foot above the water table. Phase 13 <br />would include excavation of that area into the water table. The <br />Phasing Plan incorrectly contains two Phases labelled as "6" The <br />Northeasterly "6" should be "5" <br /> <br /> Potential users of the exported sand indicate that the ability <br />to dispose of the soils being replaced by the sand, could greatly <br />accelerate the disposal process. North Fork, accordingly, is <br />requesting an import permit to allow topsoil and other clean <br />organic materials to be returned to the site, other portions of the <br />Northfork PUD and the golf course. North Fork and the Links of <br />North Fork are presently identifying areas that could use <br />additional topsoil or berming. North Fork would ask that any <br />permit issued allow your City Engineer to approve the type and area <br />of placement of such materials from time to time. <br /> <br /> Ail exported and imported material would be directed through <br />the identified site to the existing haul road shown on the Phasing <br />Plan; along the railroad tracks to 153rd Avenue and out to Highway <br />10. At such time as Inverness extends to Jarvis, a possible <br />alternative route from~Inverness to Jarvis to Highway 10 might be <br />appropriate. <br /> <br /> <br />
