Planning Commissioner Hendriksen stated that he felt that recreational vehicles should not have <br />been included in the draft proposal; further that this issue should have been addressed through the <br />Planning Commission. <br /> <br />Arnie Billmark said that, in his opinion, company pick-ups driven home by business owners or <br />employees should be allowed to park in residential driveways. <br /> <br />Terry Armstrong wanted to know why most of tho complainants have not shown themselves at <br />these meetings. There is one complainant in attendance, to whom Mr. Armstrong.respectfully <br />acknowledged the legitimacy of her complaint <br /> <br />Zoning Administrator Frolik Cited that zoning regulations are in place to limit growth of commercial <br />business to industrial areas. <br /> <br />Another citizen said he believed that the zoning regulations do not make sense and the City of <br />Ramsey is trying to control the lives of citizens. <br /> <br />John Tracy stated that he feels that the City needs to be stricter in enforcement of zoning <br />regulations and work with those who have been here a long time, also that this proposal is too far <br />reaching and a more genteel approach is required. <br /> <br />Marlys Williams - 5 t 80 - 157th Avenue - felt that accumulation of junk cars is just as unsightly as <br />commercial vehicles and the City is wrong to allow it to continue. <br /> <br />Mayor Hardin explained that this is the reason for the workshop, in order to make conditions more <br />manageable. <br /> <br />Penny Miller - 9027 - '176th Avenue - recently moved into Rarnsey and prior to purchasing their <br />home, asked the 'neighbors if they had objections to parking a dump track in their yard. A <br />conditional use permit was denied when someone employed by the City reportedly told her they <br />could do this as long as the neighbors had no objections. <br /> <br />Councilmember Beahen directed Zoning Administrator Frolik to check the stage at which Lois <br />Moore's complaint is at. <br /> <br />Terry Armstrong asked that screening be a viable alternative because vandalism is the driving <br />reason for bringing the vehicles home. ' <br /> <br />Scott Ritzer stated that he feels the conditional use permit issues need to be addressed. He has <br />improved the property by a large margin and this has greatly'increased his building costs. <br /> <br />Mayor Hardin and Councilmember Zimmerman are of the opinion that the permitting process is the <br />answer to this issue. <br /> <br />Vickie Orcutt asked what was involved in the permit process. <br /> <br />Councilmember Beyer explained the process to her. <br /> <br />Jeff Martin stated that it is his belief that once a business reaches a certain size, they should find <br />another parcel in a proper zoning district. The intent should not be to restrict the self-employed <br />person.
