Todd Ferram - Upton Avenue S., Minneapolis - Said that he is a licensed contractor in Ramsey and <br />feels that conditional use permits are a good vehicle for enforcing ordinances and that zoning <br />ordinances do aot deal with complaints. Conditional use permits would empower the City to deal <br />with violators bna complaint basis Mr. Ferrara mentioned that he feels recreational vehicles <br />should be excloded from thts proposal and overly restrictive laws do not serve the property owners <br />or neighboring~businesses. He suggested that we review the process that Minneapolis is presently <br />revising. <br /> <br />Planning Commissioner Hendriksen suggested a certain time limit for a business to apply for a <br />conditional usepermit. <br /> <br />Arlan Enfield ~ 14810 Nowthen Boulevard - feels that the draft presented this evening reached <br />beyond commel'cial activity. <br /> <br />Mayor Hardin stated that we are dealing with a situation that should be treated as three separate <br />issues; recreatibnal vehicle storage in one's own yard, a one-person operation with no employees, <br />and businesses! with employees. <br /> <br />Councilmemb~r Beahen sees screening as one viable solution. <br /> <br />Councilmembar Beyer stated that she is not comfortable with the three-acre limitation and that Staff <br />has done nothing to deal with Ms. Moore's complaint, which needs to be addressed. <br />Councilmemb~r Beyer affn'med her confidence in the Ramsey Planning Commission and felt that <br />they should be:consulted with regard to this issue. <br /> <br />Councilmembe~r Zimmerman suggested that new businesses could deal with the penuit process and <br />that those who~are already operating could be classified as having "grandfather" rights. <br /> <br />Motion by CounciLmember Beyer and seconded by Councilmember Zimmerman to recommend that <br />the Ramsey Plimning Commission propose an ordinance amendment and bring it to City Council <br />as soon as possible. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, and Beahen. <br />Voting No: NOne. Absent: CouncilmemberPeterson. <br /> <br />ADJOURNMENT <br /> <br />Motion by Col~ncilmember Zimmerman and seconded by Councilmember Beahen to adjourn the <br />workshop. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, and Beyer. <br />Voting No: None.
