ROM THE DESK OF

7228 153 Lane NW., Ramsey, MN 55383

City of Ramsey
15153 Nowthen Blvd.
Ramsey, MN 55383

Nov. 28, 1995

Planning Commission:

We had our home built here in Nov. 1974, some 21 years ago.
The city has changed a lot since then, more paued streets and
now euen ~Street lights. For us, the city was more rural then,
that is why we bought here, and many others did the same. We
liked it as !it was.
The city is!now in a quandary as it did not publicize the
regulation~ for commercially used vehicles when we were all
building arid buying property. We assume, lately, there must has
been some~ complaints or the city would have left the "sleeping
dog" lie quiet. It was known as a place to buy/build because the
city would allow most anything within reason.. But now the city
wants to dhange that image and enforce the regulations
concerning commercial uehicle parking.
One solutien could be to set a time, like Jan. 1, 1996, where after
that date ~the existing regulation would be enforced on all new
residence~ built and on all existing homes/property sold after
that date. To aid in this happening, all Builders/Realtors doing
business iR Ramsey should be supplied with copies of the
regulation~ for transmittal to all prospective buyers.
This woul~ gradually clean up the problem in the city but it
would take seueral years as every home and lot in the city will
be euentually sold.
The currefft violators could be sent a notice that the property is
in violation and must comply if and when sold, but unless there
were four,or more complaints from adjacent property owners,
about the Current commercial activity, no action would be taken
by the city.. The city attorney can put a clause in that states the
city still has its rights to enforce the regulation if it deems
necessary~ Also a survey of adjacent property owners could
substantiate their willingness to allow or disallow the current
commercial activity
There are probably many regulations that the average home
owner does~ not know about. Is there some way theRamsey
Resident c~an help us all understand, better, the regulations that
exist on the books.

Your consideration is appreciated--
Will Berry
