Site Plan Review Letter <br />Automated E.D.M. <br />November 29, 1995 <br />Page 2 of 3 <br /> <br />Off Street Parking - Design: In accordance with City Code, ail driveways, off-street parking, <br />loading and maneuvering areas are to be surfaced with bituminous or concrete and finished with B- <br />612 concrete curbing. The site plan needs to be modified to clearly identify compliance with this <br />requirement. <br /> <br />OffStreet Parking - Spaces Required: City Code requires 1 parking space for each employee on <br />the maximum working shift, or in this case, 20. Thirty parking spaces are proposed with an <br />additional area reserved to expand the parking area by 15 spaces. <br /> <br />Access: The site is proposed to have one access from McKinley Street and one from Uranium <br />Street. The City will need to extend McKinley Street in 1996 to accommodate this access. <br /> <br />Drainage and Grading: The proposed site plan creates approximately 35,000 square feet of <br />impervious area including the building and pavement areas. The natural topography slopes <br />generally from northwest to southeast. A small portion of the Uranium Street driveway will drain <br />to the storm sewer system located in Uranium Street which discharges into a regional pond. The <br />remainder of the site drains overland to a small retention pond which would be constucted on the <br />southeast comer of this property. The size of the pond proposed contains enough capacity to hold <br />a 1.5 inch rainfall prior to it overflowing onto adjacent City owned property to the east. This plan <br />is adequate for interium use. As McKinley Street is extended westward, additional ponding <br />capacity will be required to handle runoff from the roadway and future development. This <br />stormwater system will ultimately discharge into Anoka's l. ndustr/al Park stormwater system and <br />provisions for tiffs have been initiated with Anoka. <br /> <br />Loading Docks: Section 9.03.06 of the City Code requires loading docks to be located on the rear <br />side of the building. In this case, the loading dock cannot be situated on the rear side of the <br />building and still accommodate a future expansion of the facility. For that reason and because of <br />the screening of Red Pines proposed at the McKinley Street entrance, Staff will be recommending <br />approval of the loading dock location as proposed. <br /> <br />Lighting Plan: The site plan indicates wall mounted light packs on the west and south walls of the <br />building. These lights shall deflect away from Uranium Street and McKinley Street. <br /> <br />/~g~!: The site plan indicates the placement of a sign at the comer of McKinley and Uranium. A <br />sign permit from the City is required prior to erection of the sign. It is Staff's recommendation that <br />the identificatio~ sign also recognize 'Ramsey' as the company location. The sign is restricted to <br />100 square feet. <br /> <br />Covenan,~;. Ail aspects of the site plan are in compliance with the Business Park 95 Covenants. <br /> <br />The Planning Commission will be meeting at 7:30 p.m. on Tuesday, December 5, 1995, at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., to review the proposed site plan. A copy <br />of the case cover sheet is enclosed.
