I <br /> I <br /> I <br /> I <br /> I <br />,I <br /> <br />CASE <br /> <br />REQUEST:FOR PRELIMINARY PLAT APPROVAL OF BRANDSETH; <br />CASE OF BLAINE EDMUNDSON <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Blaine Edmundson js requesting preliminary plat approval of Brandseth located in the southwest <br />comer of the int~section of 153rd Avenue N.W. and T.H. #47. The plat consists of <br />approximately 22.5;. acres proposed to be platted into 45 single family residential lots served by <br />municipal water and sanitary sewer. There is also an outlet that adjacent to #47 that will be retain <br />for commercial uses. <br /> <br />The following itemsare enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site lOcation map <br />Propt~sed preliminary plat <br />City Staff review letter dated November 29, 1995 <br /> <br />Notification: <br /> <br />State statute require~ notification of the public hearing to property owners within 350 feet of the <br />subject property. Staff notified property owners within 500 feet of the subject property. <br /> <br />Observations: <br /> <br />A majority of the property is zoned B-1 Business except for a small portion along the south plat <br />boundary which is zoned R-1 Urban Residential and is being acquired from an adjacent property. <br />The developer is prdposing to rezone to R~I Urban Residential and retain some B-1 Business <br />property adjacent to ~.H. #47. The developer is proposing to install the public improvements as a <br />private development ~roject with no financial participation on the pan of the City. <br /> <br />All lots meet the minimum area requirements and minimum width requirements are met either at the <br />street frontage or buil~ling setback line. The plat will receive access from 153rd Avenue N.W. and <br />all lots will receive aOcess from interior streets. The one cul-de-sac in the plat does not exceed the <br />600 foot maximum l~.ngth restriction and 152nd Avenue N.W. is platted to the west boundary to <br />provide future access to City-owned property. The City will be requesting an additional 27 feet of <br />right-of-way along T.~I. #47; the current preliminary plat proposed dedicating 17 feet. <br /> <br />The drainage plan, aS proposed, is not acceptable without securing drainage easements from <br />property to the north. <br /> <br />The sewer and water !are proposed to be extended along the west side of T.H. #47, which will <br />require obtaining additional right-of-way from one property owner. <br /> <br />The Park Commission met in September and confkmed in November that park dedication shall <br />consist of a cash paym~ent and constructing a bituminous trail para/lei to 153rd Avenue N.W. from <br />T.H. #47 to C.S.A.H. i#5. Mr. Edrnundson would be reimbursed at a rate of $6.00 per foot for <br />constructing the trail from the west boundary of the plat to C.S.A.H. #5. <br /> <br /> <br />
