CASE #~, <br /> <br /> REQUEST F°R PRELIMINARY PLAT APPROVAL OF NORTHFORK ITASCA <br /> SHORES; CASE OF NORTH FORK, INC. <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />North Fork, Inc. is requesting preliminary plat approval of another portion of the Northfork <br />P.U.D. located sogthwest of Lake Itasca. The plat is to be named Nortkfork Itasca Shores and <br />consists of 11 single family lots. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Siteilocation map <br />Prot~osed preliminary plat, grading plan & supporting language <br />City Staff review letter dated November 29, 1995 <br /> <br />Observations: <br /> <br />All of the lots me~t the one acre minimum lot size and are at least 160 feet wide at the street <br />frontage or buildinl~ setback line. <br /> <br />The lots are propos.ed to receive public access from a 1,100 foot cul-de-sac proposed to be named <br />Itasca Circle, whicli is a deviaiton from the grid pattern and requires Council approval. As for the <br />cul-de-sac length, ~ity Staff is recommending approval of same with a landscaped center island <br />constructed in the b~bble to facilitate the movement of larger vehicles to the cul-de-sac bubble and <br />around the center island and back out of the neighborhood again without the need for stopping and <br />backing up to achieve the radius necessary to exit the area. In lieu of no alternative or second <br />access to the neighSprhood, the developer has agreed to provide an easement extending south from <br />the cul-de-sac bubble to intersect with the trail easement within the power line easement to the suth. <br />These combined usg of these easements can provide an alternate access to 153rd Avenue N.W. in <br />an emergency situ4tion. To facilitate movement of the larger public service and emergency <br />vehilcles within thqse easements, Staff is recommending that a 9 foot wide bituminous path be <br />constructed in the {asement running south off the bubble and west to 153rd Avenue. It is also <br />recommended that ~e developer pave a trail to the east east to connect with the existing trail <br />system. The develoi~er would be reimbursed for trail construction running east to connect with the <br />existing trail systemfat a rate of $6.00 per foot. <br /> <br />Park dedication wil~be affn'rned by the Park Commission on December 14, 1995 in accordance <br />with the May 9, 1989 Northfork Park Dedication Agreement <br /> <br />The Grading and Er0~ sion Control Plan needs to be modified to identify measures taken to protect <br />existing trees and th~planting of one 2-inch diameter tree in the front yard of every lot. <br /> <br />Recommendation: <br /> <br />City Staff recommends that the deveioper be directed to proceed to final Plat stage contingent upon <br />compliance with City Staff review letter dated August 9, 1994. <br /> <br /> Motion to: <br /> Recommend ~at City Council grant/deny preliminary plat approval to Northfork Itasca <br /> Shores contt~lngent upon developer compliance with City Staff Review Letter dated <br /> November 29, 1995. <br /> <br />Review Checklist: <br /> <br />PC: <br /> <br /> City Administrator <br /> City Engineer <br />· Parks & Utilities Supervisor <br /> 12/5/95 <br /> <br /> <br />
