We offer <br />the following comments: <br /> <br />Zoning and General: The property is zoned Planned Unit Development and is a part of <br />the approved concept plan for Northfork dated January 1, 1985. The preliminary plat <br />currently under review proposes to create another 11 single family lots and one ouflot. <br /> <br />Lot Dimensions and Area: In keeping with the Northfork P.U.D. concept <br />modifications approved in May of 1990, all of the lots in Northfork Itasca Shores are at <br />least one acre in size and 160 feet wide either at the street frontage or building setback line. <br /> <br />Soils: All of the lots must contain a minimum of 27,225 square feet of Class A soils to be <br />deemed suitable for on-site septic systems. Soils in the area are predominantly Hubbard <br />Sand, which are Class I soils, and marsh soils are adjacent to Lake Itasca. It appears the <br />Class I soil requirements can be met, however, SCS soils data needs to be superimposed <br />on the proposed plat to deterrrfine ff this criterion can be met. <br /> <br />Park Dedication: In accordance with the May 9, t989 Northfork Park Dedication <br />Agreement, there are no park dedication obligations to met in this plat other than the <br />dedication of the previously agreed to 75 foot wide trail corridor. <br /> <br />Streets: The lots are proposed to receive access from a cul-de-sac that exceeds the 600 <br />foot maximum length restriction by 500 feet. Staff was reluctant to support this extended <br />cul-de-sac until the developer agreed to construct the bubble with a landscaped center <br />island. The center island allows school buses and fire trucks and other larger vehicles to <br />drive down the cul de sac, around the center island, and back out of the neighborhood <br />again with out having to stop and back up to achieve the turning radius they need to exit the <br />area. Also, a trail connection is proposed from the end of the cul-de-sac which could serve <br />as an emergency access to the residences along the street. The name "Itasca Circle" is a <br />deviation from the City's grid pattern and will require Council approval. <br /> <br />Transportation Impacts: On November 20, 1995, the Ramey City Council approved <br />the implementation of a Transportation Impact Fee. At this time, the fee is proposed at <br />$500.00 per lot.
