CASE #:7

REQUEST FQR SKETCH PLAN REVIEW OF FOX KNOLL 2ND ADDITION;
CASE OF RICK MURRAY, RESIDENTIAL DEVELOPMENT, INC.
By: Zoning Administrator Sylvia Frolik

Background:

Rick Murray of Rasidential Development, Inc.is requesting sketch plan review of Fox Knoll 2nd
Addition. The property is located in the southeast comer of the intersection of Sunfish Lake Blvd.
N.W. and 153rd Avenue N.W. The plat consists of approximately 25 acres proposed to be
subdivided into 42~single family lots and 1 commercial lot. The plat will be served by municipal
water and sanitary gewer. The following items are enclosed for your information:

a) Siteilocation map
b) Proposed sketch plan
c) C'i~ Staff review letter dated November 29, 1995

Observations:

The subject prope~y is zoned R-1 Urban Residential for which single famiy residential lots are a
permitted use. Hc~ever, the parcel of commercial development proposed on the sketch plan
conflicts with the current zoning and the current and proposed Comprehensive Plan.

All of the residential lots appear to meet the minimum 80 foot lot width requirement (90 feet on
comers); future pr, oposals will have to verify that the 10,800 square foot minimum area
requirement is met.

The plat is propose{l to receive one access from 153rd Avenue N.W. and one from Sunfish Lake
Blvd. N.W. (C.S.A~.H. #57). The sketch plan has been forwarded to Anoka County Highway
Department for c.o ~r/~ent. All of the lots will receive access from interior streets. The cul-de-sac
does not exceed the ~500 foot maximum length restriction.

A Grading and DraiOage Plan and a Tree Preservation and Planting Plan will be required at the time
of preliminary plat approval.

Park dedication willibe considered by the Park Commission on December 14. It is anticipated that
it will consist of a c6. mbination of cash and trail development. The developer will most likely also
be required to conth!~ue the pedestrian paths along Sunfish Lake Blvd. and 153rd Avenue N.W.

Recommendation:

City Staff recommends denial of a concept plan that includes a proposal for commercial
development.

Commission Action:

Motion to:
Approve/deny the sketch plan for Fox Knoll 2nd Addition (and recommend that the
developer prOceed to revise the sketch plan to eliminate the commercial lot).

Review Checklist: City Engineer
. Parks & Utilities Supervisor
PC: 12/5/95
