Review Letter <br />Good Value Homes/Tiller Property <br />November 29, 1995 <br />Page 2 of 3 <br /> <br />10. <br /> <br />11. <br /> <br />12. <br /> <br />Transportation Impacts: On November 20, 1995, the Ramsey City Council approved the <br />establishment of a Transportation Impact Fee. At this time, the fee is proposed at $500.00 <br />per lot. The'exact implementation details have not been finalized but the subject property is <br />potentially impacted by this new fee. <br /> <br />S~ets: None of the three cul-de-sacs proposed exceed the 600 foot length maximum. It is <br />not quite clear how public access will be provided to the lots on the north side of the <br />wetland. <br /> <br />3Vetlands: DNR Wetland #2-118 is located on the property. The ordinary high water level <br />(OHW) needs to be established by DNR. All land at or below the OHW is under DNR <br />jurisdiction and permits would be required for any alterations to the basin. No filling <br />would be allowed for the creation of upland without a wetland mitigation plan approved by <br />DNR. DNR has been provided with a copy of the sketch plan. There may be additional <br />wetlands on the site which are subject to other regulatory agency review. City staff <br />recommends having all wetlands on the property delineated by a qualified wetland <br />biologist. All wetlands should be designated as drainage easements on the preliminary plat. <br /> <br />Drainage: The submittal of a Grading and Drainage Plan is required at the time of <br />Preliminary Plat approval. Any exporting of soils from the site will require a conditional <br />use permit. <br /> <br />The storm drainage plan should anticipate draining the entire development to the wetland <br />system which consists of portions of Protected Wetlands 668, 118 and t 17. Sedimentation <br />should be provided for all paved runoff areas prior to discharge. In addition, the system <br />should anticipate connecting the separate wetlands such that a north to south drainage flow <br />can be accommodated. <br /> <br />Tree Preservation. a.ncl.Planting Plan; At the time ofprelimin~ plat approval, the submittal <br />must include an addendum to the Grading Plan that identifies existing trees, trees to be <br />preservied during construction, along with the method of preservation, and the planting of <br />one 2 inch diameter tree in the front yard of each lot. <br /> <br />UJ:ilities: It is staffs understanding that the site improvements will be installed as a private <br />project with no financial participation on the part of the City. It will be necessary for the <br />fee title owner of the property to petition the City for the extension of the trunk lines. <br />Sewer and water mink lines will need to be extended to the site from the AEC Energy Park <br />development to the south. <br /> <br />Park Dedication; The Park Commissin will be reviewing the sketch plan at 6:00 p.m. on <br />December 14, 1995.
