9.03 <br /> <br />9.03.01 <br /> <br />9.03.02 <br /> <br />Administration <br /> <br />Zoning Administrator. The Zoning Administrator shall: <br /> <br />a. Administer and enforce the provisions of this Chapter in accordance with its <br /> literal terms and shall not have the power to permit any construction or any <br /> use or change of use which does not conform to this Chapter; <br /> <br />b. Maintain official zoning map. <br /> <br />c. Maintain a permanent file of all zoning applications as public records. <br />Processing Costs <br /> <br /> Subd. 1. Costs. All costs incurred by the City in processing an application for <br />zoning amendments, conditional use permits, variances, site plans, subdivisions, easement <br />vacations, registered land surveys and all other land use or zoning applications shall be paid by <br />the applicant. The processing costs shall include but not be limited to: <br /> <br /> a. Professional consulting services as directed by the Zoning Administrator, <br /> the Planning Commission and/or Council, <br /> <br /> b. Copying charges, <br /> <br /> c. City Staff involvement, <br /> <br /> d. Public hearing publications, <br /> <br /> e. Written notice to adjacent property owners, or <br /> <br /> f. Any other cost necessary to process the applicant's request. <br /> <br /> Subd. 2. Fee and Escrow. A set fee and a set minimum escrow established <br />by Council resolution shall be paid to the City at the time the application is made. <br /> <br /> Subd. 3. Special Assessment of Processing Costs. An applicant may <br />request that processing costs exceeding $1,000.00 be specially assessed against the applicant's <br />property provided :that the property owner accepts the assessment to the subject property and <br />waives any right of assessment appeal. <br /> <br /> Subd. 4. Additional Deposits Before Submittal. If the Zoning <br />Administrator dete~rrnines that costs in addition to the set escrow will likely be incurred by the <br />City, then an additional sum as determined by the Zoning Administrator shall be deposited with <br />the City before the application is considered officially submitted. <br /> <br />16 <br /> <br /> <br />
