CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW OF PLEASURELAND RV CENTER; <br />CASE OF PEARSON INVESTMENTS, LLC <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Pearson Investments, LLC is proposing to construct a 10.5-acre RV sales and service center <br />on the property generally located on Riverdale Drive at Alpaca Street and U.S. Highway 10. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />Building elevations <br />Landscaping plan <br />City Staff review letter dated September 24, 2003 <br /> <br />Notification: <br /> <br />Site Plans do not require a public hearing, however, notice of the site plan was sent to <br />property owners within 350 feet of the site, 'due to its adjacency to a residential area. <br /> <br />Observations: <br /> <br />The applicants are proposing to construct a 10.5-acre RV sales and service center on <br />Riverdale Drive at Alpaca Street and U.S. Highway 10. The proposed sales and service <br />center incl'udes an 18,900-square-foot building that will house 10 service bays and office <br />space. The subject property is zoned B-2 Business; RV sales and service are a permitted use <br />in this district. <br /> <br />The proposed building exceeds the required fi'ont, rear, and side yard setbacks. A 20 foot <br />wide green space is required adjacent to all roads. This requirement is met along Riverdale <br />and Alpaca Street, but it is not provided along the Highway 10 frontage. A 20-foot green <br />space will need to be shown along the entire length of this frontage. The proposed <br />development is adjacent to residential property to the south. In this situation, City Code <br />requires a 50~tbot buffer yard and an increase in the number of plantings required. A fence <br />(for screening purposes) is shown along a portion of the southern boundary of the <br />development; staff recommends extending this fence along the entire southern boundary. <br /> <br />Additional trees and shrubs will be required to fully meet City Code landscaping <br />requirements. The proposed building appears to meet architectural standards for finish <br />materials. <br /> <br />The applicant has submitted a revised grading and drainage plan since the original submittal. <br />This revised plan shows two sizable detention ponds intended to manage the deyelopment's <br />storm water on-site. Staff will be prepared to discuss these ponds at the meeting. <br /> <br /> <br />
