Pleasureland RV - Site Plan <br />September 24, 2003 <br />Page 5 of 6 <br />Drainage and Grading: At the .present.. time, discharge from the street and sm'rounding vacant <br />property flows overland to a point in the south curb line of Riverdale Drive, which is <br />approximately 240 feet west of Alpaca Street. This low point discharges through a bituminous <br />spillway into a ~ass-lined swale which flows approximately 300 feet south into a iow area on the <br />property located at 14322 Alpaca Street, which is encumbered with a drainage and utility <br />easement. <br /> <br />The proposed grading and drainage plans anticipate directing tl{e parking lot and building runoff <br />overland fi'om west to east into two ponds. The pond located on the southeast comer of the <br />northern portion of the development is 140 feet by 50 feet and contains 0.56 acre feet. This pond <br />discharges tbh'ough a storm sewer to a second pond which is located along the southern boundm'y <br />of the southern half of the development. This pond is 50 to 105 feet in width and is 560 feet long. <br />This southerly pond also accepts runoff from the southern half of the development. The ponding <br />system is designed to hold runoff from a 100-year storm event fhlling on the deve. topment site. <br />Any flows in excess of this amount would be discharged into ~he roadside ditch on the west side <br />of Alpaca Drive. This ditch flows south and west and eventually discharges to the Mississippi <br />River. <br /> <br />Staff offers the ~bllowing comments on the g/:ading and drainage plan: <br /> <br />Curbing must surround all paved areas including those adjacent to the detention pond. <br />Additional catch basin structures may be required. <br />Overland drainage fi'om the site must be contained on the site. It must not discharge onto <br />Riverdale Drive. <br />Additional elevations on the curb and gutter must be provided. <br />This development requ/ires'(and has received) a permit ti'om the Lower Rum River Water <br />Management Organization. A pmznit fi'om the Mi~mesota Pollution Control Agency is <br />also required. <br /> <br />Access: The site proposes four accesses onto Riverdale Drivel two fi:om the north sales lot and <br />two from the south sales lot. The accesses on the south and north sides of the roadway should be <br />realigned so that they are directly opposite one another. This is the safest arrangement ~br traffic <br />exiting the site. The access into the service bay is proposed to be 108 feet wide, to be expanded <br />to 212 feet when the additional service bays are constructed. This width of driveway is not <br />acceptable. [t is recommended that the driveway be limited to a maximum of 35 feet in width. <br /> <br />Storm Water Management Fee: The City has enacted a StmTnwater Management Fee and the <br />cra'rent rate is Th~'ee Thousand Seven Hundred Forty One Dollars ($3,741.00)per commercial <br />acre. The amount of Stormwater Management Fee due on the 10.5-acre parcel is Thirty-Nine <br />Thousand Eight Two Hundred Eighty, Dollars ($39,280.00). A cash payment will be required <br />prior to the City issuing a Building Permit. <br /> <br /> <br />
