Thank you for your time and consideration. <br /> <br />Wayne and Marian Metoche <br /> <br />INTENT <br /> <br /> To receive a variance from the standard of 200 feet af public road access ftc <br />an additional house on the 27 acres at 17400 Erkium Sereet, in Ramsey, Minnesota. <br />Full assurances from the property owners for the dedication of 66-foot road with 60- <br />foot radius cul-de-sac to connect to developed future road. <br /> <br />ISSUE IN SHORT <br /> <br /> A signed purchase agreement for 27 acres at 17400 Er~um will close <br />November 2t}1}3. The proper~ty has been purchased with the express intent to be two <br />residences. One 4-acre lot already has an established variance for the property. The <br />second 4-acre parcel needs to be sui~divided requiring an identical variance. <br /> <br /> In order to achieve this second variance (public road access) we found out <br />that (#1) it is an emergency vehicle access issue in tho; ;he city must have adequate <br />ability to approach the propertT. Thus, we spoke with Dean Kapler, fire chief and <br />director of public works. He referred to several elements required for emergency <br />vehicle access and said he personally knew this roadway stating that it satisfied all <br />of the requirements. <br /> <br /> We were also told (#2) that granting this variance would not be in the best <br />interest of the city plan - it went against the grain of planning 101. We understand. <br />Unfortunalely, there is no simple response to this. Yet, if we could softly point out <br />that a variance would by definition be varying away from the plan and that it is not <br />meant to harm the overall plan but to be a legitimate exception to it. That would <br />seem to be what a variance is. <br /> <br /> The code requires 21}0 feet of access from a public road. The granted <br />variance for the existing residence is based on a 13-foot wide blacktop paved road <br />extending the entire drive t¥om house to the edge of the 27 acres and the class 5 <br />roadways through the easement to the public road. A 12-foot wide x 12-foot high <br />clearance passage for the largest emergency vehicle passage is currently in place. <br />These requirements have been met, established, maintained and approved for the <br />first parcel for the 14-year life of the residence. Understanding our plan of <br />development for the second parcel Mr. Kapler indicated his satisfaction for the <br />additional residence to be serviced by the existing road system for emergency <br />vehicle use. <br /> <br />13 <br /> <br /> <br />
