CASE # <br /> <br /> PUBLIC HEARhVG <br />REQUEST FOR A VARIANCE TO PLAT PROPERTY THAT DOES NOT MEET <br />MINIMUM REQUIREMENTS FOR FRONTAGE ON A PUBLIC ROAD; <br /> CASE OF WAYNE AND MARIAN MELOCHE <br /> By: Amy Geisler, Associate Planner <br /> <br />Backgr~)und: <br /> <br />The City has received an application for a variance to Section 9.50.30 (Subdivision Design <br />Standards - Lots) o~' the Ramsey City Code. This Section states that all developable lots shall <br />have at least the minimum required fi'ontage On a publicly dedicated street. The applicants are <br />propoMng to plat a iot without frontage on a public street on the property generally located at <br />17400 Erkium S~reet NW. <br /> <br />The fi}llowing items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site layout ': <br /> <br />c) S~te picture <br />d) Letter Ii'om the Applicant <br />e)' Proposed Findings of Fact <br />l:) Proposed resolution to approve variance <br />g) ?roposed resolution to deny variance <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the <br />subject property. Staff sent out notices to all property owners within 350 feet. <br /> <br />Observations: <br /> <br />The subject property is located in the R-1 Residential District - Rural Developing, which <br />requires a lot width of 200 ibet on a public road. The existing home on the Subject Property is <br />served by a private easement across the property to the north, which is owned by another party. <br />No public road serves the Subject Property. A previous owner received a variance in 1983 to <br />build one home on the Subject Property with the stipulation that no additional lots be created <br />without fully meeting the snbdivision standards outlined in City Code. The home was eventually <br />built in 1989. <br /> <br />in 1988, the City Council denied a request by the then cra'rent owner to subdivide the property by <br />metes and bounds into 3 lots. The denial was based on the lack of lot frontage on a public road. <br /> <br />in 1999, the City Council received another ai~plication to subdivide the property. In this case, the <br />applicant sought to create 2 lots: one ~br the existing homestead and one unbuildable outlot, to be <br /> <br /> <br />
