Voting No: None. <br /> <br />Councilmember Kurak stated, for the record, that she will be abstaining from discussion and <br />action related to Cases #20 and #21. She explained that even though the PACT Charter school is <br />on the City Center site, she is not the fee title so she will participate in Case #19. <br /> <br />Case #20: <br /> <br />Request for Final Plat Review of the Ramsey Town Center; Case of Ramsey <br />Town Center LLC <br /> <br />Assistant Community Development Director Trudgeon advised that Ramsey Town Center, LLC <br />has submitted a final plat for the Ramsey Town Center. The Ramsey Town Center is a Mixed <br />Use development on over 300 acres and is located generally on land between Ramsey Boulevard <br />and Armstrong Boulevard. Staff has reviewed the final plat for the Ramsey Town Center. <br />Comments regarding the submittal are contained in the staff review letters. He advised that staff <br />has spent considerable time reviewing the final plat document during the past few weeks and <br />have noted con'ections needed to be made as reflected in the review letters. Staff recommends <br />approval of the final plat contingent on the following items: <br /> <br />a) Compliance with City Staff Review Letter dated September 16, 2003, September 19, <br /> 2003 <br />b) Compliance with Engineering Department's Review Letter dated September 16, 2003 <br />c) Hakanson Anderson Review Letter dated September 16, 2003 <br />d) Bolton and Menk Review Letter dated September 16, 2003 <br />e) Adoption by the City of a zoning ordinance rezoning the Subject Property to allow the <br /> residential/commercial uses contemplated by Applicant. <br /> <br />Assistant Public Works Director Olson stated he distributed a list of items to show the extent the <br />consulting engiueering firm is working with staff to resolve the issues. He stated that they would <br />have corrected a lot of the deficiencies as they were found. But, since this was such a large <br />document, staff requested a new plat not be submitted. He distributed information related to cost <br />estimates per phase and noted there was some conflicting information so a contingency has been <br />added to include a letter stating: <br /> <br />"I hereby certify that the scope of services that are identified in this cost estimate are defining the <br />broad responsibilities of the Master Developer as defined in that certain Master Development <br />Agreement dated September 17, 2003 between Ramsey Town Center LLC and the City of <br />Ramsey. Any reallocation of these costs to Secondary Developer will be defined in subsequent <br />Secondary Development Agreements. In the absence of that definition, the responsibility will be <br />the Master Developer's." <br /> <br />Councilmelnber Cook asked if the Council can consider the item if the staff letters and <br />contingency letter are included in the motion. <br /> <br />City Council/September 23, 2003 <br /> Page 22 of 41 <br /> <br /> <br />
