Case #11: <br /> <br />Request for Interim Use Permit to Maintain Two Dwellings on One Parcel; <br />Case of Scott and Carri Edgerton <br /> <br />Community Development Director Frolik advised that the City Code states there shall not be <br />more than one main building on a lot unless otherwise provided for in City Code. Mr. and Mrs. <br />Edgerton have purchased the property at 7031 173''d Avenue N.W. The home on the property <br />was constructed in the very early 1900's and the Edgertons are proposing to demolish the home <br />and construct a new home on the property. They would like to live in the existing home while <br />the new one is being constructed. In accordance with City Code, the City should not issue a <br />building permit for a home on a property that already has a dwelling. The Edgertons were <br />advised to apply for an Interim Use Permit that would enable City Staff to issue a building permit <br />for a second home on the property. The Planning Commission met on September 15, conducted a <br />public hearing and recommended Council approval of the permit. City Staff and the Planning <br />Commission are recommending reducing the 10 day waiting period to 8 days and approving the <br />Interim Use Permit, which has been included in the Interim Use Permit. <br /> <br />Carri Edgerton, 7031 173rd Avenue, stated the house was built in 1927 and is livable but old so <br />they would like to build a new home. <br /> <br />Community Development Director Frolik reviewed the timeline, advising that the approval <br />requires that the new home be constructed within 6 months, that the applicants take occupancy of <br />the new h. ome within 30 days of issuance of certificate of occupancy, and the existing home be <br />demolished and removed within 60 days of the issuance of certificate of occupancy for the new <br />home. In the event the weather conditions are not conducive to backfilling the previous house <br />foundation and septic system, the Building Official will have the authority to grant a maximum <br />60 day extension. Any extensions required beyond that time frame must be approved by the City <br />Council. <br /> <br />Counci Imember Elvig asked Ms. Edgerton if she is comfortable with that timeframe. <br /> <br />Ms. Edgerton stated she is and advised that they have already contracted to take care of the <br />building demolition and septic system. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Cook, to adopt Resolution #03- <br />09-261 Adopting Findings of Fact #0650 Relating to a Request from Scott and Carri Edgerton for <br />an Interim Use Permit to Maintain Two Dwellings on One Parcel for a Temporary Period of <br />Time and to adopt Resolution #03-09-262 Approving the Issuance of an Interim Use Permit to <br />Scott and Card Edgerton, based on Findings of Fact #0650, and Declaring Terms of Permit to <br />Maintain Two Main Buildings at 7031 173I'd Avenue NW for a Temporary Period of Time. <br /> <br />Counci hnember Zimmerman asked if the Building Inspector checks for asbestos. <br /> <br />Ms. Edgerton stated they had that checked as well as a lead inspection. There was no asbestos <br />and Icad was below acceptable levels.
