Assistant Community Development Director Trudgeon stated he cannot recall the reasoning but <br />it may be due to parking. He stated staff is open to suggestions if both should be by Conditional <br />Use Permit. <br /> <br />Mayor Gamec asked if taverns and bars require food. <br /> <br />City Attorney Goodrich answered in the affirmative. <br /> <br />Mayor Game stated that they should both be the same. <br /> <br />Councilmember Strommen referred to the Town Center District standards and noted that Subd. 7, <br />Signage, #5, is missing a number. <br /> <br />Assistant Community Development Director Trudgeon stated that error will be corrected and a <br />number inserted. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to adopt Ordinance <br />//03-40 Adding Section 9.20.25 "TC Town Center Zoning District" to Chapter 9 of the City Code <br />of the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Strommen, Elvig, <br />Pearson, and Zimmem~an. Voting No: None. Abstaining: Councilmember Kurak. <br /> <br />Mayor Gamec recessed the regular City Council meeting at 8:58 p.m. <br /> <br />Mayor Gamec called the regular City Council meeting back to order 9:12 p.m. <br /> <br />Case #19: <br /> <br />Request for Site Plan Review PACT Charter School; Case of Academic <br />Investments, Inc. <br /> <br />Assistant Comnmnity Development Director Trudgeon advised that Academic Investments, Inc. <br />has submitted a site plan to construct a two-story, 71,350 square-foot Charter School on Lot 1, <br />Block I of the proposed Town Center subdivision. The school will accommodate approximately <br />560 students from Kindergarten to 12th Grade. The school is proposed to be located at the <br />southwest quadrant of Ramsey Boulevard and the proposed Ramsey Parkway. He advised that <br />the new lot to be created as part of the Town Center plat will be 5.35 acres in size. The proposed <br />TC-3 District requires a Floor Area Ratio (F.A.R.) of 0.5. On this particular lot, the F.A.R. <br />requirement would mean that there would have to be 116,523 square feet of building. The school <br />is proposing to have 71,350 square-feet, or a F.A.R. of 0.31. If the area designated for <br />playgrounds and tot lots are included (21,616 square feet), the F.A.R. is 0.40. The Planning <br />Commission, after discussing the matter and recognizing the unique design needs of a school, <br />directed staff to draft a change tO the proposed TC-3 sub district. The change would create a <br />TC-3a district that would only allow educational facilities that would not require as strict F.A.R. <br />as well as not require "build-to" setback lines.
