for the Ramsey Town Center during the past year. The new district, entitled Town Center <br />Zoning District will cover the area to be developed as the Ramsey Town Center. The Town <br />Center Zoning District will govern the type and intensity of uses within the Ramsey Town Center <br />development. He noted the Planning Commission struggled with floor area ratio and built-to <br />lines with the Charter School. They felt a way to accommodate that is to create a subdistrict of <br />TC3a. He read the recommended language amendments, noting it will lower the minimum floor <br />ratio to .25. The application is at .31 so they will be able to meet that requirement. Assistant <br />Community Development Director Trudgeon noted the changes to the front yard setbacks. With <br />the school they found it was difficult, given their needs for transportation buses and cars, so the <br />setbacks were modified to something reasonable for their use. He advised there are issues with <br />the design standards and they are meeting a substantial number but not all and the CUP process <br />allows for those deviations. It was noted that staff recommends that the City Council review the <br />ordinance and the language to be presented regarding the TC-3a District. If the ordinance and <br />additional language is acceptable, the City Council should adopt the ordinance. If the City <br />Council would like further discussion regarding the ordinance, the ordinance should be tabled <br />and staff given direction on particular changes. <br /> <br />Councihnember Cook asked ifTC3a is only on the Charter School lot. <br /> <br />Assistant Community Development Director Trudgeon answered in the affirmative. <br /> <br />Councihnember Cook asked if it will improve the school facility. <br /> <br />Assistant Community Development Director Trudgeon stated it better addresses the school's <br />needs, such as for transportation. <br /> <br />Councihnember Elvig commented that the school brings an entity to the Town Center to drive <br />the sense of community. He stated there is not a buffer of residential in this case and he supports <br />a strong buffer. Councilmember Elvig stated he accepts what is being presented. <br /> <br />Councihnember Zirnmerman asked about the option for future development. <br /> <br />Assistant Community Development Director Trudgeon stated it is a two-story building and <br />expansion would be built up. However, they have indicated a desire to keep teacher/student <br />ratios low. <br /> <br />Councilmember Strommen asked about the Town Center Guidelines. <br /> <br />Assistant Community Development Director Trudgeon stated the final Guidelines will be <br />discussed at the next Planning Commission meeting and ultimately the City Council will review <br />and approve the Guidelines. <br /> <br />Councilmember Strommen asked why cafe and restaurants are a CLIP but taverns and bars are <br />not a CUP. <br /> <br />City Council/September 23, 2003 <br /> Page 26 of 41 <br /> <br /> <br />
