Mr. Engen stated that URS Corporation does substantial projects and this is one of the most <br />thorough and complete reviews of a final plat they have seen. He stated they have no problem <br />with the staff review letters and are trying to keep up with all of them. He noted they did correct <br />a discrepancy as requested by the City. He stated they have accomplished, as a result of the <br />leadership of their team and staff team, a new standard for plat review, which borders on site <br />plan, and should be beneficial on review of all secondary developers in the future. He stated it <br />will also be beneficial to all future developers that come to Ramsey to be viewed in the same <br />way. With regard to the Tree Preservation Ordinance, he stated they intend to meet or exceed all <br />of those standards which make it critical to what makes town centers work. He stated Mr. Hamel <br />would like to make comments about the contingency letter drafted by the City Attorney. <br /> <br />Mark Hamel, Dorsey and Whitney, stated he would echo that this is the most complicated plat he <br />has seen yet. He complimented City staff for their work in that effort including the development <br />team. Regarding the condition to include the contingency letter in the approval process, he stated <br />they don't think it adds anything to what is already included in the agreement and that it reiterates <br />what the agreement also states. <br /> <br />Councihnember Strommen suggested that a work session be scheduled between the Council and <br />Park Commission. <br /> <br />Assistant Public Works Director Olson stated a special Park Commission meeting was held last <br />week al~d they agreed a worksession should be held. He stated after the Park Commission has <br />looked at the proposal and responded, a.joint meeting can be scheduled. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt Resolution #03- <br />09-263 Granting Final Plat Approval for Town Center Addition, contingent on the following <br />items: <br /> <br />a) Compliance with City Staff Review Letter dated September 16, 2003, Revised September <br /> 19, 2003 <br />b) Compliance with Engineering Department's Review Letter dated September 16, 2003 <br />c) Hakanson Anderson Review Letter dated September 16, 2003 <br />d) Bolton and Menk Review Letter dated September 16, 2003 <br />e) Adoption by the City of a zoning ordinance rezoning the Subject Property to allow the <br /> residential/commercial uses contemplated by Applicant. <br />f) Execution by Ramsey Town Center LLC of the September 23, 2003 letter certifying the <br /> scope of services relating to final plat cost estimates. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Elvig, Pearson, <br />Strommen, and Zimmerman. Voting No: None.
