CITIZEN INPUT

John Zababa, 6840 - 166th Avenue NW, stated his concern about a development that is resulting
in the removal of trees.

Mayor Gamec advised that the Council recently adopted a Tree Ordinance that was worked on by
a committee of five members including Councilmembers Strommen and Cook. He stated he
understands the area looks bare now but an ordinance has been adopted for future developments.

Mr. Zababa reviewed several areas where development has resulted in the major loss of trees and
stated his concern with how this will impact wildlife.

Mayor Gamec stated the Council also hates to see this happen and an ordinance has been
adopted.

Mr. Zababa stated his understanding that City sewer and water was not to go north of 153rd
Avenue.

Mayor Gamec explained that the new 2030 Plan is to eliminate MUSA lines so then it will be up
to the City Council to decide where City sewer and water can be extended.

Mr. Zababa stated his appreciation to the Mayor and Council for listening to his concerns.

Mayor Gamec stated the Council appreciates his comments.

Councihnember Zimmennan asked if the Tree Ordinance was in effect when that plat was
approved.

Assistant Public Works Director Olson stated when the plat was finally approved, the Tree
Preservation Ordinance was not in effect but the developer did respond and comply with the
ordinance any way.

Roxanne Tersteeg, 6263 Rivlyn Avenue NW, stated she wanted to address the rezoning of her
property to Mixed Use. She asked the Council to review the resident's comments and stated she
does not understand why it is still being discussed. She stated she tried to go in for a permit and
the map showed her sister's property may be rezoned but her property would not be rezoned.
Then they attended a meeting to make sure nothing was going to be done and learned that both
her and her sister's property would be rezoned Commercial. Ms. Tersteeg stated they asked about
Mixed Use at that time and were told that was not an option. Since there was no option for
Mixed Use, they had to select between Residential and Commercial. She noted that a zoning of
Commercial would have made her property worth more, but they decided to petition for
Residential. They went through the Planning Commission process and it was recommended for
Residential so they are now surprised that it is back to Mixed Use, which she thinks the
neighborhood would want since it opens more opportunity.

City Council/September 23, 2003
