Staff <br />would like to knoTM what Council feels is important to put in the minutes and what Council <br />would like to see recorded verbatim. <br /> <br />Mayor Gamec felt lhat a general discussion should be kept in the minutes, however, verbatim did <br />not seem necessary. There are times when the exact same thing is being said over and over. He <br />understood that a lot of cities are recording a brief discussion and the motion. He suggested that <br />if a CouncilmembOr votes against a motion, if they state their reason for doing so, that should be <br />reflected in the mirlutes. <br /> <br />Councilmember Strommen felt that the discussion, including name and address of the resident, <br />should be kept in the minutes. <br /> <br />Councilmember Zimmerman felt that we need as much discussion as possible in the minutes and <br />he did not want to go against what the League of Minnesota Cities says must be included in the <br />minutes. <br /> <br />City Clerk Thieling stated that the League's stand on what should be contained in minutes is to <br />record who is present, the general discussion, the motion and the vote. <br /> <br />CounciImember Strommen stated she would like to see enough substance in the minutes to know <br />how a decision was reached. She finds it helpful to read the discussion of the Commission <br />meetings. <br /> <br />Councilmember Elvig felt it would be better to error on the side of too much rather than too <br />little. <br /> <br />Counciltnember Pearson stated he would be satisfied with key points on key issues and less <br />discussion providdd on the simple issues. He, too, would like the minutes to reflect why a <br />Councihnember votes against something if the reason is stated. <br /> <br />In general, Council felt the brief overview given by staff for each report was sufficient; there is <br />no need to include the entire staff report that is included in the agenda packet. When a person <br />addresses the Council, the name, address, and what the person says is important to record, <br />including the response by Council. Record the conversation among Councilmembers that would <br />show how they came to a decision. Record the motion verbatim and the vote, and include the <br />reason why a Councilmember votes against or for a motion if they state a reason. <br /> <br />3) Ramsey Town Center <br /> <br />City Administrator Norman introduced Paul Donna of Northland Securities, stating that Paul has <br />been working with the financial reports for the Town Center. <br /> <br />Mr. Donna distributed the Town Center development calculations. He explained each page. <br />Page number 1; Box 6 - 19 included a breakdown of various funding sources, noting this is <br />infrastructure directly related to the Town Center.
