Motion by Councilmember Elvig, seconded by Councilmember Wise, to approve the change <br />order for trail extension and pedestrian ramp upgrades to current MnDOT standards, and <br />consideration of potential turf establishment revisions. <br />Further discussion: Councilmember Wise asked if the turf establishment will be more because of <br />the North Fork location and asked if this is an unnecessary expense. City Engineer Himmer said <br />if this were to happen today the turf restoration would be included as good or better, adding that <br />on Alpine Street work is not assessable so the City would likely get many questions of why we <br />restored on one side and not the other. He said seed is a good option and the City cannot <br />attribute this to any certain property. Councilmember McGlone said he is concerned about path <br />elevations undulating above the curve making it harder to mow. He asked if this sod is <br />designated for some of those other areas, adding 400 yards seems to be a lot. City Engineer <br />Himmer explained that seed and blankets were included in the original contract with geo -mesh <br />blanket to avoid gas mains, and the contractor followed the grade as best they could but likely <br />erred on the side of boulevard snow storage. Councilmember McGlone said he wanted to clarify <br />this point for the residents to better understand this change and why the heights will vary. Mayor <br />Ramsey said it is appropriate to restore the yards, as they were very nice in this area. <br />Councilmember Elvig noted Council has not set policy on how to do this but will do so through <br />policy review over the next few weeks. Councilmember Wise said he was pleased that this <br />action is not precedent setting and will be up for review. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Wise, Backous, McGlone, <br />and Tossey. Voting No: None. <br />7.05: Consider Award of Contract for Improvement Project #10 -22, Ramsey Municipal <br />Parking Facility <br />Public Works Director Olson reviewed the staff report and noted the $4.1 million engineer's <br />estimate resulted in a $2.68 million contract with Knutson, which was competitively bid. He <br />said the City has 60 days to award the contract, after which the City includes bid alternates to <br />give flexibility for both the Council and contractor to construct after August 25, 2011, at a cost to <br />be defined within the different bids. <br />Councilmember Elvig asked staff to bring all the changes to Council first unless untimely. He <br />said he would like to manage the change orders. <br />Public Works Director Olson said that would be fine as long as it does not delay the decision - <br />making. <br />Councilmember Backous suggested delaying this vote. <br />City Attorney Goodrich suggested tabling the item instead. <br />Mayor Ramsey said there is no need to table because this is an informational item at this point <br />only and no vote is necessary. <br />City Council / June 28, 2011 <br />Page 6 of 9 <br />
