Abstain: Councilmember Jeffrey. <br />4.02: Update on Legacy Christian Academy Project <br />City Engineer Himmer reviewed the staff report and presented an update on the findings from <br />the bid openings. <br />Mayor Ramsey noted the extension of Bunker Lake Boulevard and Puma Street would benefit <br />more than just this project and questioned whether the neighboring properties would be assessed <br />as well. <br />City Engineer Himmer explained originally, this was an option that Legacy Academy had. He <br />said they would be, and there was time for adjacent property owners to petition if they wanted. <br />Senior Planner Gladhill stated if the improvement on the west moves forward, they will be <br />responsible for the upgrades from the road to their site. If they choose to request an all -out <br />petition where an adjacent property will benefit, the assessments could be assessed to that <br />property. <br />Motion by Councilmember Elvig, seconded by Councilmember Backous, to authorize staff to <br />move forward with the improvements as planned. <br />Motion carried. Voting No: None. <br />4.03: Request for Waiver of Paving Requirements to Allow a Class V Parking Surface at <br />7039 Highway 10 NW; Case of RM Golf Carts <br />Economic Development/Marketing Manager Backman reviewed the staff report. <br />Motion by Councilmember Elvig, seconded by Councilmember McGlone, to authorize staff to <br />approve the request for a Class V parking surface as noted on the attached site plan; Case of RM <br />Golf Carts, contingent upon obtaining a City- issued Grading Permit. <br />Motion carried.
