1) <br /> <br />2) <br /> <br />3) <br /> <br />Impact on MUSA expansion discussions with Metro Council Per your <br />suggestion, I did check with the City of Ham Lake regarding their similar <br />cie~,,~lopment of townhomes in a golf course PUD that did not have municipal water <br />anti sanitary sewer. Upon inquiry, I was informe, d that none of Ham Lake is <br />se~ed by municipal sewer and water systems and therefore developing the muldple <br />family housing without municipal services and at a density that exceeded zl in 40 <br />densib, was not a th.mat to their infrastructure ne~cl.~. <br /> <br />Rgsponsibility for on-site system failures - If the City approves this premature <br />development of multiple family housing in thc rural district, then what is our <br />liability or responsibiliD, for on-site system failures and are we creating a premature <br />need for municipal services in outlying areas? <br /> <br />Precedent setting situation - How does the City justify approval of this premature <br />de~vetopment of multiple family housing in the rural district to other would-be <br />developers in the rural district. If we can't, we seriously violate our 4 in 40 density <br />zoning and jeopardfize Metro Council approval of our MUSA expansions. <br /> <br />The issues and Concerns discussed in this letter are not all-inclusive, but I believe they are <br />representative of tour initial thoughts with respect to your proposal and your responses to these <br />items will serve t~o open the door to more detailed d3.scussions.
