TDD (612) 427-8591 <br /> <br />October 27, 1993 <br /> <br />Mr. Dan Karst, Jr.'i <br />Danny's Aluminum Processing, Inc. <br />14050 Basalt St. N.W. <br />Ramsey, MN 55303 <br /> <br />Re: Operations of facility <br /> <br />Dear Dan: <br /> <br />On March 9, 1993, ,the Ramey City Council approved the issuance of an amended conditional use <br />permit to allow forithe disassembly of engines and transmissions within the building at your <br />aluminum processing facility on Lot 1. On the 22nd of June, 1993, the Ramsey City Council <br />approved your requdst for a conditional use permit to disassemble engines and transmissions and <br />conduct wholesale activities on Lots 2, 3 and 4. Enclosed for your records are fully executed <br />copies of the f'mding~ of facts and the conditional use permits that were approved. Also enclosed <br />for your records is a ,copy of the Site Plan Development Permit issued for the construction of the <br />new building on Lots;2 and 3. Upon providing the City with the $46,680.00 financial guarantee, I <br />will authorize the Building Official to release the building permit for the structure. ' <br /> <br />Since these proceedings began in March, I have received 10 incident reports and/or complaints <br />regarding your opera~ons. As you recall, obtaining the conditional use permit for Lots 2, 3 amd 4, <br />and site plan approv~ for your new building hinged on your improving the condition of premises <br />on ail four lots. You ~id put forth'the effort and your requests were approved. Since then, I have <br />been observing your.~perations and the condition of premises has been steadily declining at an <br />alarming rate. This ruination is unacceptable and constitutes violations of both of your conditional <br />use permits, at a minirfiUm, in the following areas: <br /> <br />1. Preparation of feedstock outside of opaguely screened arms. <br /> <br />2. Deterioration of required 90% opacity, screening. <br /> <br />3. Storage of feedstock and other materials not screened from adjo/rdng properties. <br /> <br />4. Outside ~torage of debris, inoperable equipment, and vehicles. <br /> <br />5. Use of trailers for long term storage. <br /> <br />6. Operations on Lots 2, 3 and 4 are not being conduCt~l wholly within a building. <br /> <br />Traffic not being controlled so as to avoid congestion of public fight-of-way and <br />traffic hazards. <br /> <br /> <br />
