Smaller lpts would subsidize larger lots. The most significant disadvantage is the problem <br />of small~ lots subsidizing larger lots. It may be necessary to differentiate between urban <br />and ruraElots. However, the disparity between individual subdivisions in past programs <br />has not b~en particularly large. On the 1993 program, there was a disparity between the <br />largest a~sessment of $204.56 and the lowest of $88.23.
