Update on status of operations at Danny's Aluminum Processing 9/29/93 - Very early in September or late August I told Danny I received some incident reports and I was forwarding them to Anoka County Environmental Services for their advice. I told Danny I have a copy of my letter to Anoka for him and ! also have some conditional use permits and site plan development permits for him to sign. He said to hold the items at City Hall and he would be in to sign documents and go over the incident reports with me. As of 10/1, Danny had not been in, On September 22 and 29, I tried to call or stop by to see Danny about the mess I observed on Lots 1,2, 3 and 4 on a couple of drive by inspections. I left him a message to call me. I was concerned with site operations from Lot 1 spilling over onto Lots 2 and 3 and the loss of screening fence on Basalt for Lot 1. Both times I drove by there were trucks sitting in the fight of wa3'. There were buses and box n-ailers stored on Lot 2 and 3 obviously waiting to be dismanted and processed on LOt 1. Other piles of debris were also observed on Lot 2 and 3. Danny returned my call on October i but I was too busy to aCCept the call. On October 4 I called Danny back and he was not available. He called me fight back and I told him of my disappointment with his operation. He told me he has had trouble finding trucks to remove materials from his property at the frequency he needs but there is some reorganization going on. He said he still plans to have the building erected on Lots 2 and 3 before winter and get operations indoors. He agreed with my assessment of condition of operations and asked me to stop by October 7 and see the difference he could make in two days. On October 4, I also talked to Scott Thompson at MPCA Storm Sewer Run-offPermit Division. I told him of comments made to me regarding oil slicks in the ditches around Danny's Aluminum after rainfaill and that to me it appears the cement pad under his operations on Lot 1 is so built up with materials that it has lost its effectiveness. Mr. Thompson told me that in May of 1993, Mr. Karst was issued a Storm Sewer Run-off Permit and what that means is that he has until Ma5, of 1993 to submit a Storm Water Pollution Prevention Plan to MPCA for approval. Tl'ds plan is to address how Mr. Karst plans to control or eliminate storm water runoff from coming into contact with the different types of mater/als on his site. After that, Mr. Karst has one year to implement the plan. My understanding is that Danny Karst is under the provisions of the Storm Water Permit, and as long as he has a permit and is in the time frame for developing and implementing a pollution control plan, MPCA is riot interested in visiting the site or varying from that process. Later in the morning on October 4, Ryan Schroeder told me that there was a magnesium f'=e at Dannys Aluminum on October 3. Ryan said that dirt was used to put out the fi.re and this morning it appears that the contaminated dirt is being load~ and taken off site. The questions was raised whether this dirt is being removed from the property in accordance with PCA and Anoka County regulations. I called the enforcement division of Motor Carrier Services office at PCA and Anoka County Environmental Services. All of their hazardous waste personnel were at lunch. I called Danny and he said the dirt is not being removed from the site; that PCA is supposed to be out to inspect the dirt after lunch and make recommendations for removal and disposal.
