1)

2)

3)

Impact on MUSA expansion discussions with Metro Council Per your
suggestion, I did check with the City of Ham Lake regarding their similar
~evelopmem of townhomes in ~ golf course PUD that did not have municipal water
and sanitary sewer. Upon inquiry, I was informed that none of Ham Lake is
~rved by municipa} sewer and water systems and therefore developing the multiple
fl~mily housing without municipal services and at a density that exceeded 4 in 40
density was not a threat to their infrastructure needs.
:
l~.esponsibility for on-site system failures - If the City approves this premature
development of multiple f~mily housing in the rural district, then what is our
l{ability or responsibiliB, for on-site system failures and are we creating a premature
riced for municipal sen, ices in outlying areas?

lh'ecedent setting situation - How does the City justify approval of this premature
development of multiple family housing in the rural district to other would-be
developers in the rural district. If we can't, we seriousb, violate our 4 in 40 density
ZOning and jeopardize Metro Council approval of our MUSA expansions.

The issues and~ concerns discussed in this letter are not all-inclusive, but I believe the), are
representative 6f our initial thoughts with respect to your p. roposal and your responses to these
items will serv~ to open the door to more detailed discusmons. Following resolution of these
concerns and ar~y other significant issues, we can la5, out the proper procedure for amending the
PUD accordingly.

Respectfully,

CITY OF RAM~EY

Sylvia Frolik .
Zoning Admirfi~tmtor

City Ad~/strator Ryan Sch.roedzr
City Eng,'inezr Steven Jankowski
Steve S~[hwanke
MetroPC[.Etan Council
Meats P~k Centre
230 ~ 5th Strut
St_ Paul~ MN 55101
