Recommendation:

Historically, Ramsey has taken the position of utilizing CDBG funds in a manner that would
provide benefit to the greatest number of Ramsey residents possible. This policy is best achieved
through local capital improvements and planning projects, There is currently one uncompleted
capital improvement project under consideration, the paths at Central Park. To do part of the work
in-house would require sacrificing other seasonal tasks performed by the Public Works
Deparunent. Although two planning projects are identified, topographic mapping is more a toot of
planning than planning.

In keeping with past practice, it is Staffs recommendation that the 1994 CDBG funds be allocated
as follows: I) $20,000 for the completion ofretroffiting paths at Cenu'al Park; and 2) $13,859 to
offset the cost of the required Storm Water Management Plan Update.

Council Action:

Motion to:
Adopt Resolution #94-02L,__ allocating 1994 Community Development Block Grant
Funds for capital improvement and planning purposes.

Review Checklist:

CC: 2/8/94

City Adrninislx'ator
Finance Officer
City Engineer
Parks & Utilities Coordinator
