CASE <br /> <br />1994 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Basically, CDBO funds are limited to being used for projects that benefit the handicapped, senior <br />citizens and lov¢ income persons, and planning projects. The City of Ramsey's estimated <br />allocation for ~994 CDBG is in the amount of $34,859.00 less $1,000.00 fc~r County <br />administrative fe~s if we do a project in 1994. The public hearing to hear requests and suggestions <br />for uses of the 19~4 allocation was conducted on January 25. <br /> <br />The following is a list of potential or requested CDBG projects for 1994: <br /> <br />a) CompleteiCentral Park Paths - Option A (Ail work bid out) $20,000.00 <br />b) Complete[Central Park Paths - Option B (Some work m-house) 10,000.00 <br />c) Topograp~c Mapping _3_~0.00 <br />d) Storm W ~a~er Management Plan Update 20,000.0t~ <br />e) Community Emergency Action Program 2,000.00 <br />f) ARC of A~ ~ka County 1,000.00 ~)~ <br /> <br />h) Rise, mc. ,~' , / -'-,uuu.uu 1/ <br />i) Meals on Wheels 'd , ~ 2,000.00 / <br />j) ACCAP Sjenior Oukeach V/ [ 3,000.00,~ <br /> <br />^ o>ono o o <br />Observations:: i "~"/, " <br /> <br />CDBG funds arc. processed in 3 year cycles; 1994 is the 2nd year of a 3 year cycle and we <br />therefore may ro.l~ the funds over into 1995 if we have a larger project in mind for that year. Each <br />year we do a project, $1,000.00 is deducted from our allocation for County administrative costs. <br /> <br />In 1993, the City ~2ouncil allocated $9,000+ of unspent previous CDBG funds for the purpose of <br />paving paths at {Central Park to make the various activity areas more readily accessible to <br />handicapped and ~enior citizens. Approximately $20,000 is needed to complete the hardsurfacing <br />of the path systeJIn at Central Park. If part of the work was done in-house (subcutting & <br />restoration), approximately $10,000 would complete the paving job. If subcutting and restoration <br />is done in-house, It is likely that some other tasks scheduled for the 1994 season will have to be <br />sacrificed. <br /> <br />Some additional p~anning needs in addition to ~e updates of the land use and transportation plans <br />and shoreland regn~l~ ations are updates of the City s Storm Water Management Plan and topographic <br />mapping. The City Engineer estimates that the costs for these two tasks would be $20,000 and <br />$30,000 respecfiv{ly. The update of the storm water management plan is a requirement of Metro <br />Council. The toppgraphic mapping will provide a tool to do the storm water management plan <br />update and generatinformation that developers will fred useful in developing raw land. <br /> <br />In 1993, the City Council again allocated CDBG dollars for capital improvements and planning <br />projects, therein c{bnfirming the City's position that it does not want to provide operating funds for <br />public service pro .~tns that will begin to depend on these allocations in their budget planning. <br /> <br /> <br />
