CASE St <br /> <br /> COUNTY ROAD #116 TRAIL CORRIDOR APPRAISAL SERVICES <br /> By: Ryan Sehroeder, City Administrator <br /> <br />Background: <br /> <br />Enclosed is ~e 1994 page from the Capital Improvements Program. Please note that the <br />first listed project is the County Road St116/Wood Pond HiLls Trail. In 1993, the Cities of <br />Anoka and I~amsey received notification of Federal funding for this trail which is to be <br />completed by September 1994 to be reimbursement eligible. The Ramsey match for the <br />Feder',d fund~ is to come from 'the $120,000-1994 allocation of interest fi.om the Landfill <br />Trust Fund.: <br /> <br />On December 23, 1991, the City acquired a sewer utility easement for the Wood Pond <br />Projects in ~e same location as half of this trailway project (marked as P4-94 on the map <br />attachment; hand is owned by Ken Laws). We did not, however, acquire the right to place <br />a trail over ~e easement. Therefore, in preparation for this project, the appropriate <br />easement nedds to be acquired at tiffs time. <br /> <br />The originali200-foot temporary and 40-foot permanent easement was valued by a City <br />appraiser at !$9,700. That portion attributed to the .94 acre permanent easement was <br />$3,750 of th~_ $9,700 damages. The City eventually acquired the interest for $12,050 plus <br />$1,000 in appraisal fees. for two parcels. The present acquisition would be for a portion of <br />one parcel w!ithout the need of a temporary easement and no degradation of the forested <br />area. <br /> <br />On January !8, 1994, Council authorized a contract with Evergreen Land Services for <br />appraisal and acquisition services for 153rd/155th. At that time, Staff noted the future <br />intent to am{ind this contract for the County Road 4/116 Trail Corridor. The quoted price <br />for these services is $1,750. If the acquisition reaches an eminent domain proceeding, the <br />appraiser would receive an additional hourly rate for testifying.
