Of these, one is a member of an organized unit, two are in public safety. It is not
suggested that any change occur in position titles for these positions. However, for the
other three exempt positions, I am suggesting placing the word "supervisor" within
each title. While there is not an effective change of this suggestion it does clarify for
outside reporting purposes, where we have fn'st-line supervisors and where we do noL

Comparable Worth Study Update:

Within the past month the City has received the updated comparable worth valuations which
results in a positive change of classification for six exempt positions, which are as follows:

Position Title Old Comp Worth Value New Comp.
City Administrator 20 22
Police Chief 16 19
Finance Officer 17 18
City Engineer 16 17
Personnel Coordinator 13 16
Sergeant 12 I3

Worth Value

Keep in mind that the positions, and the duties and responsibilities of those positions, have not
changed in a sigrfificant way, but the comparable worth valuation of the positions have changed
pursuant to an improvement in the valuation study by the Pay Equity Administrators. The
valuation update is intended to more accurately define scope of responsibility by position.

The Stud}, impact has the effect of repositioning the six job floes relative to the minimum and
maximum wages of the new classification. For instance, the i993 City Administrator wage is
below the proposed t994 class minimum. Also in the 1993 Plan, the Police Ckief was over
the top of the classification wage. Under the new study results, this position is web below the
class max/mum. Attached is a schedule showing the 1993 wages related to t994 proposed
classifications. The point and grades for ali City positions as proposed are broken down as
follows:

City Administrator
Senior Management
Profes sionalfl'echnical
Technical/Clerical Support and Services

Salary Grade Comp Worth Points
22 134
16- 19 100- 119
13 - 15 85 - 99
6 - 12 50- 84

St)an of Controll

The positions proposed in the Senior Management line of Police Chief, City Engineer, Finance
Officer, Fire Chief and Administrative Services Manager all control specific functions of the
City. These positions however are also relied upon to view issues with a "big picture" focus
where decision-malting crosses departmental lines.

/2O
