Dear Ms. Frolic: I am hereby requesting an amendment to my agreement with the City of R~msey regardin9 the blacktop of my lot located at 7103 Hwy.' 10 N.W.Ramsey, MN. The night, that I signed the agreement, Dick Swensen, my realator and Mr. and Mrs. Lucian Klersey (the previous owners of the pro- perty) weSe not present on my behalf at the meeting because of a mix-up in!dates. Because of lack of representation, I feel that the city ~id not listen to my views and that I was forced into a contract. My lease at 7129 Hwy. 10 N.W. Was cancelled and it was necessary'for me to move immediately. At the time that I was purchasing the ~'roperty at 7103 Hwy.10 N.W. it was impossible to envision that the~e would be a major problem with the ~rainage of water from the roof which slopes toward all of my fro~t doors. This drainage of water, snow and ice causes a hazard go my customers and employees and is a detriment to my business. Last winter I had a two foot ice build up in front of my doors and during the rest--'of the year it is water that inter- feres with business. I believe ~that it was inappropriate for the City of Ramsey to de- mand such .a big out-lay of cash to black top the lot, before allow- ing me to ~try the building and property for my particular needs. Had I known of these problems and the amount of money needed to make the ~uilding workable, I would have rejected the agreement. I am planning to add a 25' over-hang to the front of the building with cement base and 4-pillar posts to eliminate my roof problem. Had I pav~d in front of the building,'I would have to tear it up. The front ~area of the building is one of the most important, areas of my business. This area is where we do 95% of our general prep., washing, d~monstrating, exhibiting and selling. With 50% of the inside spai~e in the building used as an indoor showroom and the balance used for repairs and offices, it is necessary to have the front exterior in the best possible working condition.
